We are seeking a highly skilled and experienced Automotive Compliance & Licensing Manager to lead and handle licensing and regulatory compliance for eBay’s online vehicle dealership and sales operations through its subsidiary, Caramel Dealer Services (CDS)!

This pivotal role requires expertise in navigating regulatory frameworks across multiple U.S. jurisdictions. The ideal candidate will serve as the primary liaison between internal teams and regulatory bodies, ensuring that all operational processes follow compliance standards. This position demands outstanding organizational skills, comprehensive regulatory knowledge, and a proactive approach to risk management, mitigation, and operational efficiency.

What You Will Accomplish:

Evaluate and improve the CDS licensing program documents, including compliance programs, complaint response management, and regulatory reporting.Conduct detailed reviews of CDS’ process narratives, procedures, and process flows, performing gap analyses against regulatory requirements.Assess current processes for alignment with policies, procedures, and regulations; conduct transaction testing to ensure adherence and identify regulatory gaps, providing recommendations for procedural and documentation improvements.Orchestrate the development, implementation, and maintenance of company policies and procedures to ensure compliance with industry standards and regulations.Supervise CDS’ dealership, sales, and general business licenses, including the preparation of new applications for licensing expansion; identify regulatory or business changes affecting filing requirements and report to management; ensure applications are optimally completed.Collaborate with internal teams to prepare and submit accurate and timely financial and regulatory reports in compliance with licensing requirements.Maintain a tracking system to supervise due dates for various report filings and renewals, including licenses and surety bonds.Proactively review all applicable rules and regulations for changes related to CDS’ vehicle dealership and sales operations; analyze regulatory updates and their impact on operational processes, clearly communicating changes to relevant partners.Conduct periodic compliance checks to ensure adherence to policies, procedures, and regulations.Support audits, examinations, and other projects as needed.

What You Will Bring:

Dedication to eBay's Hybrid Work Model, requiring candidate to be based out of a key office: (San Jose, San Francisco, Austin) and work in the office 3+days per weekBachelor’s degree or equivalent experience with a minimum of 5+ years of regulatory compliance experience; experience in vehicle dealership and sales compliance is preferred.Confirmed experience in regulatory compliance, particularly in handling licenses and ensuring adherence to applicable rules and regulations.Strong understanding of regulatory requirements and the ability to integrate them into business processes.Excellent communication and coordination skills, both written and verbal, for communicating with regulators and internal partners.Ability to balance multiple tasks and projects simultaneously, with a focus on detail and accuracy.Experience in project management and driving integration progress is preferred.Strong analytical skills with the ability to collect, prioritize, analyze, and disseminate significant amounts of information with attention to detail and accuracy.Experience in leading partner relationships and cross-functional projects.Excellent documentation skills to document work processes, policies, and procedures.

The pay range for this position at commencement of employment in California, Washington, or New York is expected in the range below.

$110,000 - $168,850

Base pay offered may vary depending on multiple individualized factors, including location, skills, and experience. The total compensation package for this position may also include other elements, including a target bonus and restricted stock units (as applicable) in addition to a full range of medical, financial, and/or other benefits (including 401(k) eligibility and various paid time off benefits, such as PTO and parental leave). Details of participation in these benefit plans will be provided if an employee receives an offer of employment.

If hired, employees will be in an “at-will position” and the Company reserves the right to modify base salary (as well as any other discretionary payment or compensation program) at any time, including for reasons related to individual performance, Company or individual department/team performance, and market factors.
