ADDITIONAL REQUIREMENTS: The incumbent of this position is subject to pre-employment, post-accident, random and reasonable suspicion drug and alcohol testing, and the Drug and Alcohol Clearinghouse query requirements of the Federal Motor Carrier Safety Administration Regulations, Title 49, Part 382, CFR. Successful completion of a drug test is a condition of employment in the position in accordance with Section 112.0455 F.S. “Drug Test” means any chemical, biological or physical instrumental analysis administered for the purpose of determining the presence or absence of a drug or its metabolites. The incumbent must obtain a Class A Commercial Driver License (CDL) within six (6) months of appointment. The Florida Forest Service will cover the majority of the cost associated with attaining the required CDL training and the initial CDL test when administered at an agency authorized CDL training center. Successful applicant will be subject to pre-employment and annual queries through the Federal Motor Carrier Safety Administration’s (FMCSA) Drug and Alcohol Clearinghouse. Occasional to moderate travel required. Position may respond to emergencies, including natural disasters or other type incidents requiring travel, as needed. JOB DUTIES: Responsible for directing the overall equipment maintenance and repair program within the Forestry Center of the Florida Forest Service (FFS) and for supporting the statewide maintenance and repair of equipment for the FFS by planning, organizing, prioritizing and assigning work to inspect, maintain, repair, fabricate, modify, cannibalize, test assess and recommend for acquisition, disposal or continued operation the units of automotive, agricultural, firefighting, emergency response and heavy construction equipment assigned to a FFS field unit. Formulates policies and procedures pertaining to accounting and movement of parts, materials, fuels and lubricant inventories at the local level, provides budget information to Center/District Manager on shop operations costs, equipment repair and operating costs, fuel costs and cost of materials and supplies for fabrication, etc. Assists Operations/Maintenance Administrator with statewide development and implementation of policies, procedures and standards for equipment operation and maintenance, and scoping of equipment research and development plans. Responsible and accountable for managing budget/dollars/resources (staff, vehicles, computers, cell phones, etc.) of any assigned programs in an efficient and accountable manner. Responsible for ensuring that assigned program areas have operational procedures and processes which result in accountability and compliance with FFS and department policies and procedures. Interfaces with district and service supervisory personnel (Center/District Manager, Forest Area Supervisors, Program Administrators, etc.) to discuss costs, priority changes and status of major equipment repairs and overhauls (out-of-body engine work, transmission rebuilds, heavy equipment teardowns, etc.). Maintains center equipment inspection schedule. Consults with mechanics regarding diagnosis of major component problems, plans major tear downs/overhauls and assesses recurring operating problems and conditions affecting operating safety. Manages equipment repair shop operations, including oversight of parts, materials, supplies, fuels, and lubricants purchasing inventory, record keeping, reporting and inputting into FFS Equipment Management Information System (EMIS); oversight of welding and fabrication; vehicle and equipment safety inspections; processing of equipment records; parts/component sourcing; price comparisons; and continual audit of shop operations for compliance with department procedures, environmental requirements, optimum shop safety, and maximum economy and efficiency of operations. Interfaces with district and service personnel, Fire Resource Manager and Property Administrator in acquisition, disposal, modification, cannibalization and sourcing of parts, components and repair/operating manuals for federal excess equipment. Interfaces with Operations/Maintenance Administrators and other Automotive Equipment Maintenance Superintendents to formulate statewide policies and procedures for equipment maintenance and operation, consult on specifications for new equipment purchases, equipment repair training, cost accounting and record keeping, and equipment research and development needs. Oversees tools and repair of equipment, enforces security and housekeeping, manages compressed air, lubrication, fuel station, steam cleaning, parts washing, and other systems and concerns ancillary to operation of a major equipment repair shop. May be required to supervise, work with or around Department of Corrections inmates, and therefore is subject to the conduct standards applicable to such work assignments and activity. Plans and presents training sessions and presentations at employee meetings. Performs other work as required. In addition, responds to emergency calls as requested.
