Description
POSITION SUMMARY:
Under general supervision performs work of moderate difficulty in performing skilled mechanical repair on diverse automotive and large heavy-duty vehicular equipment; may provide work direction to lower-level personnel assigned to the Municipal Service Station; performs related work as required.
ESSENTIAL JOB FUNCTIONS:
+ Conducts road tests and uses diagnostic equipment to determine the nature and location of mechanical problems and to locate defective components
+ Performs major and minor repair and replacement work on automotive and vehicular equipment
+ Replaces radiator hoses and filters
+ Performs tune-ups, services electronic ignition systems, cleans and replaces spark plugs
+ Performs major and minor engine repairs and rebuilds engines as required
+ Repairs and rebuilds drive trains, steering systems, transmissions and suspension systems
+ Refaces valves and seats, installs rings and bearings, and makes adjustments as needed
+ Performs wheel alignments, and repairs various types of brake systems and their components
+ Performs various repairs on electrical and electronic systems on automotive and heavy equipment
+ Installs batteries, repairs and adjusts lights, repairs alternators, starters, charging systems and voltage regulators
+ Repairs power-take-off (PTO) mechanisms
+ Repairs and replaces heating, cooling and air conditioning systems
+ Fabricates parts from readily available materials, such as making hydraulic hoses, air lines and brackets
+ Tests and overhauls packing, clamping, ejector and lift cylinders on refuse packers
+ Repairs and replaces various fuel systems
+ Repairs and replaces hydraulic system components
+ Replaces cables on heavy equipment and repairs chains on drive gears
+ Performs diverse repair work on municipally-owned vehicles and equipment including, but not limited to, automobiles, vans, busses, refuse packers, single and tandem axle trucks, fire pumpers, aerial lift equipment, salt spreaders and snow plows, and heavy construction, cleaning and maintenance equipment
+ Uses a variety of testing/diagnostic equipment such as voltmeters, micrometers, hydraulic pressure gauges and computer analyzers
+ Performs welding incidental to the completion of repair work
+ Performs minor vehicular body work as required
+ Requisitions parts, supplies and equipment
+ Reads various job-related documents, such as work orders and service manuals
+ Completes records to document the parts used and to document completed repair work
+ May utilize a computerized system to enter and/or access data
REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES:
Knowledge of:
+ Automotive, truck and vehicular equipment repair procedures and techniques
+ Tools, materials and equipment used in automotive and vehicular repair work
+ Automotive fuel systems, brake systems, hydraulic systems, electrical systems, suspension and steering systems, heating, cooling and air conditioning systems
+ Occupational hazards and safety precautions of the trade
Skill in:
+ Locating and correcting defects and mechanical problems in automotive and vehicular equipment
+ The use of testing and diagnostic equipment
+ The use and care of hand, power and machine tools used in the work
+ Reading and understanding service manuals
+ Understanding and accurately following oral and written instructions
+ Driving and operating various types of vehicles and equipment
+ Working in adverse environmental conditions
+ Maintaining records and preparing simple reports
REQUIRED EXPERIENCE, EDUCATION, AND CERTIFICATIONS:
+ Graduation from high school or General Educational Development (GED) Tests equivalency
+ Four (4) years of responsible experience in the mechanical repair of vehicular equipment
+ Graduation from an accredited college with an Associate's Degree in Automotive Technology or Diesel Technology may be substituted for two (2) years of the required experience.
+ Must obtain a valid Commercial Driver's License (CDL) without restrictions as to the operation of vehicles with air brakes, with specific endorsement(s) within the probationary period as follows: Class A CDL with Tanker endorsement – Fleet Operations, Sewer and Drainage; Class A CDL, no endorsements – Streets, Water Reclamation; Class B CDL with Tanker endorsement – Solid Waste.
PREFERRED EDUCATION, EXPERIENCE, AND CERTIFICATIONS:
+ Certification by the National Institute of Automotive Service Excellence (ASE) is desirable

In this position, the employee will occasionally stand and walk. This employee will be constantly driving a city vehicle. This employee will frequently lift, push, pull, carry, climb and/or move up to 50+ pounds. The employee will constantly walk in all weather conditions. Frequent stooping, kneeling, crawling and crouching may occur with this position. Speaking and listening are constant essential functions of this position.

Health Insurance
The City of Toledo is a self-funded medical plan provider that offers a broad network of health services options for its employees. The City also offers a multi-tiered prescription drug plan and dental and vision care services.
Employees are required to pay a monthly premium depending on the employee’s selection of single, single plus one, or family coverage. Coverage is also afforded for qualifying domestic partners, depending on the employee’s bargaining unit. Monthly co-premiums are determined by collective bargaining agreement or Municipal Code.
Group Life Insurance

Ohio Public Employees Retirement Plan
The City is a member of the Ohio Public Employees Retirement Plan (OPERS). All employees who are paid in whole or in part by the state of Ohio, a county, municipality, or any other political subdivision of state or local government in Ohio must become members of OPERS unless they are covered by another state retirement system in Ohio.
OPERS is a pension plan providing fixed retirement benefits every month based on a formula that rewards years of service. The City contributes 14.00% of the employee’s annual base salary and employees contribute 10.00% of their annual base salary.

Deferred Compensation & 401(K)
The City of Toledo offers a voluntary governmental 457(b) deferred compensation plan, which is a retirement savings plan that allows eligible employees to supplement any existing retirement/pension benefits by saving and investing pre-tax dollars through salary deferral.
Contributions and any earnings are tax-deferred (both federal and state income taxes) until money is withdrawn. Withdrawals are taxed at ordinary income levels.
