This position will provide support in the development of planning projects and documents (e.g. Master Plans, Planning Definition Manuals etc.,) that detail the plans for enhancing the airfield, terminal, landside, and support facilities at all three locations: George Bush Intercontinental Airport (IAH), William P. Hobby (HOU) and Ellington Field (EFD) airports. This position will support the Planner Manager, in serving as primary role of obtaining and managing program requirements from stakeholders and managing consultant firm tasks as assigned.
Duties will support physical planning activities of the airport/airport system for sustaining and improving the facilities and infrastructure; as well as preparing and administering the Airport Master Plan(s) for comprehensive planning for physical development of the airport(s). This position entails conducting comprehensive planning analyses and supporting research efforts; providing technical assistance (e.g., data analyses, development of exhibits) to the airport as well as various organizations, agencies, and individuals; and reviewing and applying standards, regulations, and ordinances.
Other Essential Functions:
Coordinate and collaborate with consultant firms to provide data and information necessary to ensure accuracy and completeness of ongoing technical analysesIdentify and apply local, regional, state, and federal standards, guidance, advisory circulars, rules, and regulations and ensure that plans and documents are prepared according to these latest regulations and standardsParticipate in the development (writing, review, developing conceptual design drawings) of project definition manuals, masterplans, and other planning documents for long term, intermediate, and short-term projectsConduct technical analyses using technical drawings, simulations, reports of in-house airfield, terminal, landside and/or support facility projects as assignedSupport with preparing documents and materials to facilitate the presentation of project requirements and solutions with various internal and external airport stakeholders including but not limited to airlines, local and federal agencies, as well as publicConduct analyses of flight schedules to support aviation activity forecastingConduct modeling analyses to support planning associated with airfield geometry and operations, landside and roadway access, terminal operations, and passenger movementsSupport with the development of terminal and facilities planning, including expansions, renovations, and relocationsSupport with preparing plans and documents required to receive FAA approval such as airport layout plans, and safety risk assessmentsSupport with the development of environmental documentation, including Part 150 study, air quality, wetlands, historic preservation, water quality, or other categories covered under the National Environmental Protection Act or other applicable state and federal regulations.Provide expertise in AutoCAD, 3D Modeling, rendering, and presentation graphics developmentSupport with preparing conceptual construction phasing plans, and project schedules for airfield, terminal, landside, and support facilitiesSupport with developing cost estimates, feasibility analyses and various economic analysesQualifications:
Requires a bachelor’s degree in Business Administration, Public Administration, Aviation Management, Urban Planning or a closely related field.Five (5) years of planning experience are required. Demonstrated working knowledge of planning projects at medium and large hub airports.Demonstrated experience and knowledge of current aviation industry guidelines and regulations pertaining to airport planning, Federal Aviation Administration (FAA) Advisory Circulars and orders, International Civil Aviation Organizations (ICAO) airport design/operation standards and International Air Transportation Association (IATA) planning standards is required.Working knowledge of Transportation Security Administration (TSA) and Customs and Border Patrol (CBP) operations and standards.Focused aviation industry experience is a must have.Advanced proficiency in AutoCAD, Revit, Building Information Modeling BIM, AviPLAN or other dynamic simulation/modeling software is required.Intermediate level and/or higher in data mining.Demonstrated experience in developing conceptual plans (e.g., airfield, terminal, or phasing plans). Demonstrated experience in writing aviation planning technical documents.Demonstrated excellent written/verbal communications and presentation skills.Preference will be given to applicants with a bachelor’s degree with an emphasis in aviation, aviation planning or related field.Minimum Clearance Required to Start:
