Summary This job opportunity is for an AVIATION RESOURCE MANAGEMENT SPECIALIST, position description D2934000, within the NJ 150th SOS of the New Jersey Air National Guard. This vacancy announcement is a Title 32, Excepted Service position. The primary purpose of this position is to plan, analyze, manage and control all operational & administrative aspects of aviation resources, safety, training, and flight hours by utilizing the Aviation Resource Management System (ARMS). Responsibilities As an AVIATION RESOURCE MANAGEMENT SPECIALIST, GS-0301-9, you will: Serve as a management analyst with responsibility to advise and correct all operational and administrative aspects of the Aviation Resource Management System. Provide go-no-go reports and conducts pre-mission and post-mission reviews; records aircrew and aircraft flying hour data; determines aviation service actions for attached and assigned flying personnel as it directly affects mission accomplishment and safety of flight. Create, analyze, and maintain end of month reports that monitors Aviation Positions Indicator (API) codes, Aviation Service Codes (ASC), entitlement status and flying status to ensure accuracy and compliance with applicable regulations. Authenticates, certifies, and publishes aeronautical orders to start, suspend, disqualify or terminate aircrew member's requirement to perform operational flying or jump duties. Primary member within the Operations Group responsible for accuracy of Wing Flying Hour Program by developing procedures to reconcile flying hours with Maintenance. Certifies flying status in the Air National Guard Reserve Order Writing System. Maintains, issues, and destroys classified and COMSEC material for unit and transient aircraft. Interprets and administers laws and regulations regarding entitlement incentive pay. Execute career field development responsibilities. Performs other duties as assigned. Requirements Conditions of Employment Military Requirements Compatible military grade and assignment required prior to the effective date of placement. This is an excepted service position that requires membership in a compatible military assignment in the employing state's National Guard. (Guidance established by NJ HRO-J1) Qualifications General Experience: Experience, education, or training interpreting, explaining, and/or applying a variety of regulations and procedures and using computer and automation systems. Specialized Experience: Must have at least 24 months experience, education, or training in the following: Arranging or procuring transportation for personnel, cargo or freight. Pre and post auditing of freight bills, bills of lading, and personnel transportation vouchers. Coordinating and negotiating with organizations/personnel both orally and in writing to resolve differences/problems.
