The primary purpose of this position, AVIATION SAFETY INSPECTOR, NH-1825-03, is to serve as Accountable Manger and Aviation Safety Inspector of the FAA certificated 14 CFR Part 145 Repair Station, perform FAA surveillance, certification, airworthiness approval, and quality assurance audits. Provides oversight and management of the Repair Station. Responsibilities Serve as Accountable manger and Aviation Safety Inspector of the FAA certificated 14 CFR Part 145 Repair Station performing FAA surveillance, certifications, airworthiness approval, and quality assurance audits. Participate in the planning, organizing, and surveillance of the operational activities utilizing the Repair Station to ensure compliance with legal and regulatory AF and FAA requirements and meet customer (USAF and contractor) needs. Develop and maintain specialized certification presentations formalized in the Training Scheduling System (TSS) to prepare and certify personnel in the use of the Repair Station in accordance with FAA requirements. Perform detailed planning for existing, future, and potential new workload based on FSS certified commercial derivative aircraft. BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: General Requirements for All Positions: Not more than two separate incidents involving Federal aviation regulations violations in the last 5 years; Valid State driver's license; Fluency in the English language; No chemical dependencies or drug abuse that could interfere with job performance; and High school diploma or equivalent. Applicants must be physically able to perform the duties of the Aviation Safety Inspector position in a safe and efficient manner, and must meet all of the following requirements: Have good distant vision in each eye and be able to read printed materials the size of typewritten characters (glasses and contact lenses permitted) without strain; Have the ability to hear the conversational voice (hearing aid permitted); Not have any physical condition that would cause them to be a hazard to themselves or others or that would interfere with their ability to fly as passengers in a variety of aircraft. In addition, applicants for positions that require participation in the operation of aircraft must: Possess a valid second-class medical certificate in accordance with Federal Aviation Agency (FAA) regulations; and Pass recurrent medical examinations as prescribed by the FAA. When the predominant work involves general aviation maintenance, applicants for Aviation Safety Inspector (Airworthiness) positions must meet all of the following requirements. Experience involving the maintenance and repair of airframes, power plants, and aircraft systems with responsibility for certifying airworthiness. Maintenance experience with aircraft 12,500 pounds or less maximum certificated takeoff weight. Aircraft maintenance experience in a repair station; air carrier or airline repair facility; military repair facility; or local, state or Federal governmental agency. Aircraft maintenance work experience within the last 3 years. FAA Mechanic Certificate with airframe and power plant ratings. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: SPECIALIZED EXPERIENCE: Applicants must have at least 1 year (52 weeks) of specialized experience at the next lower broadband NH-02, equivalent to the next lower grade GS-11, or equivalent in other pay systems. Specialized experience is described as (1) experience involving the maintenance and repair of airframes, power plants, and systems of multi-engine aircraft of more than 12,500 pounds maximum certificated takeoff weight maintained under an airworthiness maintenance and inspection program. (2) Aircraft maintenance experience in a repair station; air carrier or airline repair facility; military repair facility; or local, state, or Federal governmental agency. (3) Experience involving the maintenance and repair of airframes, power plants, and aircraft systems with responsibility for certifying airworthiness. (4) Aircraft maintenance work experience within the last 3 years. AND (5) FAA Mechanic Certificate with airframe and power plant ratings. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: In-depth knowledge of USAF and FAA regulatory guidance for maintaining and certifying airworthiness on FAA certificated Commercial Derivative Aircraft used by the USAF. Skill in determining and certifying the airworthiness of an aircraft, or accessory after maintenance or a repair has been accomplished. Knowledge of AF, HQ, AFMC, AFSC, HQ FAA, and local FAA Flight Standards District Office directives and concepts of operation, to include basic understanding of procurement, program management, weapon system life cycler support, FAA aircraft certification, FAA mechanic certification, manpower authorizations, budgeting, finance, accounting, and communications. Through knowledge of the regulatory requirements of 14 CFR Part 145-Repair Station; 14 CFR Part 65- Certification: other Than Flight Crew members; and 14 CFR Part 43-Maintenenace, Preventative Maintenance, Rebuilding, and Alteration. Ability to plan, organize, direct, mentor, and motivate Complex personnel performing tasks within the Repair Station and evaluate the level of compliance with FAA and USAF regulatory guidance. Ability to analyze, plan, and adjust work operations of one or more organizational segments to meet program requirements and objectives within available resources. Ability to communicate both orally and in writing in a courteous, tactful, and diplomatic manner to gain other's cooperation in achieving goals. Knowledge of safety and security regulations, practices, and procedures. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. Incumbent shall possess (items a through d) of the following: (a) FAA Mechanic Certificate with Airframe and Power plant (A&P) ratings in compliance with 14 CFR Part 65. (b) Commercial experience involving the maintenance and repair of airframes, power plants, and systems of multi-engine aircraft weighing more than 12,500 pounds maintained under an airworthiness maintenance and inspection program in a commercial 14 CFR Part 145 repair station, air carrier or airline repair facility, a military depot repair facility, or state/federal government agency aircraft repair facility. (c) Aircraft maintenance management, aircraft quality assurance, or actual aircraft maintenance experience within last 3 years. (d) Experience involving the maintenance and repair of airframes, power plants, and aircraftsystems with responsibility for certifying airworthiness and returning the repaired item to service. Education Additional Information Hill Air Force Base provides worldwide engineering and logistics management for the F-16 Fighting Falcon, A-10 Thunderbolt II, and the Minuteman III ICBM, and performs depot maintenance of the F-16, A-10, and C-130 Hercules aircraft. The base is located between Ogden and Salt Lake City. The area is known for year round activities, including skiing, hiking, boating, extreme sports, fishing and hunting, with four distinct seasons, low humidity and moderate snow fall in the valley. This is an acquisition demonstration project position NH-03 equivalent to a GS-12 to GS-13.
