Aviation Technical Systems Specialist (PIM)
Summary Serves as a Program Implementation Manager (PIM) for management of projects and programs related to the establishment, sustainment, maintenance or operation of National Airspace System (NAS) facilities and equipment to include the areas of Navigation Aids (NAVAIDs), Infrastructure, Communications, Terminal or En Route areas. Responsibilities Incumbent works in close coordination with project/program managers, team members, stakeholders and customers on the coordination, establishment and performance of project scope, schedule, and budget. Applies knowledge of the NAS in managing program and project activities within assigned program areas both internal and external to the FAA Air Traffic Organization (ATO). Incumbent is expected to manage multiple, varying, and complex projects and related issues simultaneously, effectively and efficiently under the limited direction of a manager, project/program manager, team leader, or more experienced technical specialist. Assists customers and stakeholders to ensure current and future activities are aligned with agency goals, strategic plans, operational plans and NextGen initiatives. Plans, schedules, and conducts analyses/studies of proposed program plans for accomplishing program activities. Determines from a programmatic perspective the viability, consistency and accuracy of plans and projections and conducts reviews to determine resource levels required to accomplish programs in a sound and efficient manner. Uses FAA corporate work plan toolsets to manage, monitor, and control projects. Applies project management experience and knowledge to initiate, plan, execute, monitor, control and closeout projects. Applies advanced technical knowledge to management of assigned programs and coordinates scope, funding, scheduling, design and construction implementation with all project stakeholders in order to meet established goals. Evaluates alternatives and assesses project risks regarding scope, schedule and cost. Responsible for the close-out of service area projects in accordance with agency capitalization requirements and using the corporate work plan toolsets to manage, monitor, and control projects. Defines, plans, and organizes assigned resources to accomplish organizational objectives. Allocates resources to accomplish small work activities within established schedules. Contacts are internal and external. May act as a key technical point of contact for assigned activities. Contributes to the preparation of management/technical reports or contractual documents, and may communicate the overall results of a project or work activity to FAA management, the aviation and aerospace industries, and other external parties. Most assignments use established policies/procedures for guidance, but work allows considerable discretion to select the most appropriate approach. Assignments typically require solutions that are to be derived by interpreting and extrapolating from situations that were faced in the past. Provides recommendations to improve work processes. Provides guidance to lower-level technical staff on how to solve difficult technical issues. Resolves all but unique technical problems without the intervention of management or a more experienced technical specialist. Identifies and informs management of problems that require their attention. Often develops and recommends techniques to address problem situations. Work is reviewed periodically, typically at major milestones and at completion, for technical compliance and alignment with the requirements of the project or other work activity. Work activities typically support and may be vital to the success of projects or activities of one or more organizational units, subdivisions, and LOB/SOs. Qualifications Specialized Experience Candidates must have one year (52 weeks) of specialized experience equivalent to the (FV-H or FG/GS-12) level that is typically in or related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the work of the position to be filled. To be creditable, specialized experience must have been at least equivalent to the next lower level in the normal line of progression for the occupation in the organization. Specialized experience includes: • Experience and use of public or private sector corporate work plans; Experience in Program/Project Management software and systems; Experience in leading and providing work oversight.
