This position will support the United States Coast Guard (USCG), Aviation Logistics Center (ALC) in Elizabeth City, North Carolina (NC) for system engineering support for the Aviation Command, Control, Communications, Computers, Cyber Security, Intelligence, Surveillance and Reconnaissance (C5ISR) initiatives within the Engineering Services Division (ESD) as well as developing a robust Aviation Life Support Equipment (ALSE) centralization program.
The United States Coast Guard (USCG) C5ISR systems engineering services, technical assistance, and other services support the CG-413 Program Management Office. Additionally, ALSE Program services include fit tests, engineering, and validation via the Aircraft Configuration Control Board (ACCB) process, for any ALSE gear that is connected to an aircraft. ALSE Technical Services manages all ALSE Time Compliance and Special Compliance Technical Orders (TCTO's and SCTO's).
Responsibilities Perform avionics and electrical system design, development, integration and testing for MRS HC-144 aircraft modification and sustainment programs to include but not limited to: component compatibility/reliability/interoperability, ergonomics/aircraft layout, data transfer, voice communications, software/hardware, wiring drawing/illustration review and approval, equipment selection, acquisition and obsolescence, diminishing manufacturing sources, TEMPEST, laser safety, electromagnetic environmental effects, electrical loading, communication security, system development/prototyping and integration, research, testing and analysis, navigation, flight safety, airworthiness, certification, production, technical documentation, implementation and field support.Assist with the research of existing and potential MRS HC-144 avionics and electrical systems, design solutions, components, interface and performance requirements, operating parameters and related program elements.Assist with the research of requirements, regulations and statutes necessary to implement airworthiness standards, define and accomplish desired levels of design and Statement of Work certification, define and employ standard aeronautical industry practices, and comply with all USCG engineering standards.Work with and assist the Avionics/Electrical Systems Engineer as required to address and resolve current, emergent and projected avionics and electrical anomalies impacting any phase of MRS HC-144 upgrade and sustainment.Participate in an advisory role in planning/progress meetings and technical reviews.Review all Contract Data Requirements List (CDRL) item submissions for accuracy and make recommendations for approval or improvements.Participate as an advisor to all test and evaluation events. QualificationsRequired:
Bachelor of Science degree in Electrical or Systems Engineering is desired.Five (5) to seven (7) years of USCG or DOD systems engineering experience in the areas of technical feasibility, planning, development, prototyping, integration, testing, verification, validation, certification, and sustainment of avionics/electrical systems. Relevant shall be identified as experience obtained within fifteen (15) years of solicitation release date. A Master's degree in a technical discipline (e.g. Materials, Structures, Mechanical, or Electrical Engineering etc.) will substitute for two (2) years of systems engineering experience.Proficient in interpreting, drafting, and reviewing avionics, wiring, electrical diagrams.Experience with HC-144 wiring and avionics/electrical systems is desired.Experience in aircraft system design and development to include but not limited to: Collins Aerospace CDU 7000, HC-144 Avionics Suite, AC and DC generation/distribution, sensors, pitot static, auto flight/flight director, navigation/communications, engine control, and engine indicating systems.Experience in identifying, locating and researching USCG or equivalent Department of Homeland Security (DHS)/DOD, Federal, and industry technical publications, process guides, manuals, instructions and related guidance and instructional documentation necessary for modification, testing, certification and sustainment of MRS
