Join a highly experienced and dynamic team responsible for the oversight and control of Capital Risk for TDBG. If you are highly knowledgeable regarding the treasury functions and capital management and have solid experience in risk management, we would love to hear from you!


We are hiring for the position of Associate Vice President, US Capital Risk and Governance, reporting to the Vice President, Market Risk. This role will oversee, lead, and develop a highly specialized team that ensures all significant US capital risks are appropriately understood, analyzed, and measured as part of the Bank's regulatory and local frameworks.  You are required to demonstrate governance, control and risk management oversight in alignment with TD policies and practices.

One of the primary accountabilities of this position is providing independent 2nd line oversight of Capital Risk Management for the Treasury and Balance Sheet Management Team (TBSM). This includes acting as an independent oversight and governance function for Capital Risk policies, Capital Stress Testing (including DFAST), Recovery and Resolution and Capital processes including regulatory treatments, assumptions, and methodologies. The accountabilities also include self-assessment for regulatory compliance with the capital rules and an active role in the oversight over stress testing programs. The incumbent has responsibilities related to the review, development and recommendation for Capital Risk Appetite Statements, and Capital Risk Frameworks and Policies, and preparation of US CRO and Board Risk Committee materials.
 

Job Description/Accountabilities:

Reporting to the VP, Risk Management, Market Risk is an executive leader within the Bank's Risk Management team. This role has a 2nd line of defense accountability for Capital Risk and Resolution Planning supporting the Treasury and Balance Sheet Management (US TBSM) team and provides effective challenge of Capital Risk and its related governance functions. 

Key Accountabilities include, but not limited to: 
•    Hire, develop and manage a respected team of capital risk professionals that has an in depth understanding of the US Bank's capital strategies, risks and drivers.  Establish and maintain a robust capital risk governance framework, including policies, procedures, and controls that ensure compliance with regulatory standards and internal guidelines
•    Provide transparency and insight into capital risk exposures and fluctuations in capital ratios.
•    Oversight of Capital Risk monitoring and control procedures and documentation
•    Stays current with evolving regulatory requirements related to capital adequacy, leverage ratios, and other capital-related regulations
•    Oversee the execution of capital stress testing exercises, evaluating the organizations resilience under adverse scenarios and identifying potential capital shortfalls. 
•    Develop and execute an Independent Capital Evaluation on an annual basis: including review of all processes/procedures/controls to ensure that the business, control and infrastructure functions are meeting the organization's requirements with respect to effective risk management
•    Coordinate with other 2nd lines, namely Operational Risk, Model risk and other Risk areas to provide a fulsome oversight of Capital across 2nd line.
•    Establish with 1b function the timelines and milestones needed to establish a Target Operating Model for Capital.
•    Hire, develop and manage a team of capital risk management subject matter experts 
•    Effectively challenge, propose and champion projects to improve efficiencies, in order to provide more effective business support and capital risk management oversight.
•    Identifies potential vulnerabilities and recommend risk mitigation strategies to senior management
•    Identifies emerging risks and concentrations that could impact the US banks' capital risk profile
•    Continuous review of all processes/procedures/controls to ensure that the business, control and infrastructure functions are meeting the organization's requirements with respect to effective risk management
•    Maintains effective working relationships between all areas of Risk Management, including Regulators, Government Affairs, Legal, and Compliance. Ensures regulatory and risk issues are managed effectively and communicated through appropriate governance bodies and channels
•    Ensure compliance with the US Bank's Risk Appetite and Risk Framework
•    Actively participates in Regulatory Reviews
•    Collaborate with business partners which includes, sharing knowledge and identifying opportunities to leverage complementary skills. Partner with our stakeholders to drive and support change and to assist in meeting the Bank's objectives.
•    Maintain understanding of key risk and risk-related issues through continual review of risk reports/related data and dialogue with relevant parties.
•    Understand and comply with TD Policies, regulatory and compliance requirements.
•    Develop and foster strong relationships to improve the understanding and communication of capital risk and/or other key risk management issues.
•    Contribute to a cohesive team and positive work environment.
•    Establish and maintain productive working relationships with the various business heads supported, as well as with the local Regulators
•    Exercise good judgment, identifying risks and potential control environment issues.
•    Be a role model for others, who exemplifies TD's Shared Commitments

Other Qualifications/Skills/Experience
•    5+ years as a subject matter expert in Capital Risk Management or in Capital Management /Treasury functions 
•    Strong leadership and talent management and development.
•    Regulatory knowledge and critical thinking.
•    Can influence stakeholders and collaborate across 1st and 2nd line with a professional partner-focused approach; a collaborator with the ability to interact across all levels within the organization
•    Expert knowledge of treasury business and capital management
•    Expertise in working effectively in teams – requires a track record of working cross-organizationally and with multiple stakeholders at varying levels
•    Robust organizational skills with the ability to work in a fast-paced environment and manage multiple deadlines and priorities
•    Skillful communication (written and verbal), negotiation and partnership skills to balance stakeholder input but remain objective to reach the right outcome
•    Proven ability in leveraging deep subject matter expertise to develop and deploy a vision and align others to that vision. 
•    Creative thought leadership required while also listening and engaging others to provide input in the shaping of vision 

Specific Educational Requirements:
•    Undergraduate degree required; Post Graduate degree preferred
