Job Description
The AVP, Enterprise Communications is responsible for managing LAN/WAN, wireless networks, security, and cloud connectivity with a commitment to HIPAA compliance and patient data security; leading the development, coordination, administration, and implementation of Networking and Telecommunications policies, services and programs of the organization; leading and participating in the development and implementation of financial and strategic planning activities; facilitating quality improvement initiatives and the integration of the health system's values.

Key Responsibilities
Lead the Enterprise Communications function by developing leaders and driving programs and initiatives that support and impact the overall Northwell health system goals. Develop and articulate a long-term strategic vision for areas of responsibility. Promote quality and productivity improvements through involvement in the development of improved procedures, process innovations, and changes which support the strategic direction of the organization. Plan and implement the utilization of information resources to support the strategic direction and operation of the organization; research, develop, and coordinate the implementation of strategic plans, policies and standards for Telecommunications to include growth strategies, expense control, space allocation, and technological equipment and telecommunication systems purchases. Drive continuous improvement initiatives across the network, focusing on automation, configuration management, and data analytics to streamline operations and reduce downtime. Lead efforts to introduce new technologies and process enhancements, ensuring the network evolves with the organization’s needs and healthcare advancements. Use data-driven insights to inform decision-making and optimize network performance. Oversee the design, implementation, and maintenance of network infrastructure, ensuring integration with critical healthcare systems (e.g., EHR, EMR, PACS). Ensure high availability, performance, and security of network services to support patient care and operational needs. Conduct capacity planning and proactively address network demands driven by telehealth and data growth. Implement robust network security measures and manage a healthcare-specific cybersecurity program. Perform regular security audits and penetration testing to identify and mitigate vulnerabilities. Ensure compliance with HIPAA and other regulatory standards, collaborating with the information security team. Partner with IT, clinical, and administrative leaders to understand and address network-related needs. - Communicate network status, issues, and resolutions clearly to both technical and non-technical stakeholders Develop elements for contracts and manage existing complex contracted services for telecommunications service delivery and expense management; plans, directs, and supports all hardware, operating systems, networks and data, voice, and video communication technologies; plans, directs, and supports all LAN/WAN and MAN based networking systems and technologies including optical and high performance networking systems; approves carrier services for cellular, voice, and data implementations. Interpret and standardize all fiscal and regulatory reporting standards to ensure compliance with government and regulatory reporting and third-party agencies; maintain adherence to corporate compliance program and ensures staff compliance. Direct the implementation of Human Resources plans to achieve strategic goals and objectives including organizational development, recruiting, compensation, training and development, and employee relations. Direct the management and development of professional contacts and community support through identifying and developing new business initiatives and opportunities; evaluate and direct the assessment of services and development of new programs and research projects on an on-going basis and supports strategies for program adaptation to market changes. Master's Degree required, or equivalent combination of education and related experience. 10-12 years of relevant experience and 7+ years of leadership / management experience, required. Proven experience in managing large-scale enterprise networks within a healthcare setting, ensuring compliance with HIPAA and other healthcare regulations, preferred. Strong knowledge of networking protocols, cloud technologies (AWS, Azure, GCP), and healthcare IT infrastructure, preferred. Excellent leadership, communication, and problem-solving skills, with an ability to collaborate across departments, preferred. Relevant certifications (CCNP, CCIE, CISSP) are highly desirable.
