The role of the Associate Vice President of Finance, Treasury & Administration (AVP of FTA) at CARE is crucial for enhancing financial management and strategic support across the organization. AVP of FTA position requires a blend of strategic vision, financial and operational expertise to support CARE’s mission and goals. This role will ensure that CARE’s financial resources are managed efficiently and effectively, supporting sustainable development and humanitarian efforts worldwide.

Given the comprehensive nature of the responsibilities for the AVP of Finance, Treasury & Administration (AVP of FTA) at CARE, the role demands a multifaceted leader with a deep understanding of financial management, strategic planning, compliance, and team leadership.

RESPONSIBILITIES:

Team Leadership & Board Engagement

Serve as the deputy for the CARE USA CFO function. Prepare and present financial information to the Board Finance Committee and the Board Audit & Risk Management Committee (ARMC). Lead and manage a team of professional finance staff, providing ongoing supervision, leadership, support, and guidance. Work with the HQ Finance Team, the Shared Services Centre, and key staff from other departments to review and resolve financial management and compliance issues. Build an effective team through training, coaching, and performance management. Ensure effective communication between units under their responsibility, other CARE USA entities, and external parties.

Financial Control, Compliance and Audits

Oversee the preparation of quarterly financial reports and financial statements. Monitor revenues, expenses, assets, liabilities, and net asset utilization, taking corrective action as needed. Establish and maintain CARE’s financial policies and procedures related to budgeting, financial transactions, internal control, reconciliation, reporting, and CARE International. Oversee the preparation of analytical reports. Oversee the development and application of organizational performance processes and systems related to reporting and compliance with GAAP, Uniform Guidance, and donor cost principles. Manage the organization’s financial control framework, ensuring periodic validation and maintenance. Advise management on control improvements and monitor/report on compliance. Maintain overall responsibility for financial oversight of the USA business unit and subsidiaries. Represent CARE with the External Auditors and Federal, State and Local authorities Oversee the preparation of CARE USA’s financial statements in conformity with US GAAP, federal and state filings and Uniform Guidance audit processes. Manage the consolidation and preparation of various tax returns for multiple entities.

Treasury, Payroll, Administration, Facilities, and Travel Management

Oversee CARE USA’s global Treasury function, including managing banking and investment portfolios. Cash-flow forecasting and liquidity management.  Serve as a back-up for the Global Treasurer. Oversee CARE USA’s payroll function and related accounting. Ensure accurate and timely transaction processing, allocations, reconciliations, closing, and reporting for domestic accounting functions. Lead CARE USA’s administration, facilities, and travel management functions.

Strategic Planning, Transformation and Financial Analysis

Participate in CARE’s strategic and multi-annual planning processes, providing guidance on financial trend analysis and the impact of changes in accounting rules. Ensure financial feasibility studies for new and ongoing initiatives are rigorous and provide relevant decision-making information. Review organizational cost recovery and cost accounting mechanisms, making recommendations for improvement. Lead finance work-streams for CARE’s transformation projects, including Supply Chain, ERP Reporting, HRIS, and locally led initiatives Plan and implement operational strategy in support of the organization’s long-term goals with the CFO.

QUALIFICATIONS:

Degree in Accounting and/or Finance Knowledge, Certifications, and Abilities

         * Certified Public Accountant (CPA)
         * Strategic Management & Leadership skills  
         * Excellent communication and inter-personal skills; diplomacy
         * Ability to balance customer service, team work and control for optimum use of CARE's financial resources
         * Problem Solving skills  
         * Demonstrated knowledge of control systems and application of management approaches

Extensive experience in senior financial management roles, preferably within international NGOs or large, complex organizations. Strong expertise in financial control, budgeting, forecasting, and US GAAP reporting. Deep understanding of treasury management, investment strategies, and financial risk management. Proficiency in financial systems, ERP platforms, and digital financial tools.
