TEKsystems is partnering with our client and EOHHS (Executive Office of Health and Human Services) for the Commonwealth of Massachusetts to move their MMIS system to the AWS Cloud. Our client is looking for an AWS Cloud Architect that will be reporting to the MMIS (Medicaid Management Information System) Director and part of the EOTSS (Executive Office of Technology Services & Security) Architecture team. You will serve as the Cloud Architect for MassHealth’s NewMMIS Cloud Migration efforts to AWS. The current MMIS system is owned by Gainwell (Old DXC). As the Cloud Architect for the EXTREMELY highly visible NewMMIS modernization strategic efforts to help MassHealth’s’ NewMMIS vision. They are looking for someone with knowledge in architecting Medicaid applications utilizing cloud technologies. You don't need to have Medicaid specific experience but healthcare experience is a must.
This is a great team that we have worked with for years. Their Director Sheika is great to work for who does not let their projects fail because of how critical they are so you always receive the support needed! This project is the #1 initiative of EOHHS IT and the Governor will have a direct view into this project as the cloud has helped save the Commonwealth in times of crisis in the past ( COVID Call Centers, Unemployment System). So they are making a cloud first approach to everything.
The good thing is this role is a 9-5 role with a hybrid work flexibility with a good team that has been around for a long time. They value their contractors highly and treat them like a full time team member.

MassHealth, the Executive Office of Health and Human Services, that administers the Medicaid program in Massachusetts, is looking to hire a NewMMIS Senior Cloud Architect to support the migration of new Medicaid Management Information System (“NewMMIS”).
POSITION SUMMARY:
The Executive Office of Health and Human Services (EOHHS) is seeking to hire a Senior Cloud Architect to join its collaborative Medicaid Management Information System (MMIS) team. The Senior Cloud Architect (Cloud Architect) will report to the MMIS Director. The primary responsibilities will include, but not limited to, provide technical expertise to support the design and completion of the MMIS Cloud Migration initiative. The Cloud Architect will have working knowledge in architecting Medicaid applications utilizing cloud (SaaS, PaaS, IaaS, Micro/Macro Services) technologies. The selected candidate will have prior architectural design and implementation experience in a healthcare and or Medicaid systems is highly desirable.
The primary work location for this role will be 100 Hancock Street, Quincy MA 02171. The work schedule for this position is Monday – Friday, 9:00 AM – 5:00 PM, with flexibility available and based on project needs. This position would be expected to follow a hybrid model of reporting to work that combines in-office workdays and work from home days as needed.
Responsibilities
• Work with the MMIS Cloud project team (team) to provide cloud architecture leadership and guidance to define technical requirements, design, and architecture including priorities to support the MMIS Cloud migration project from design, implementation, validation through to stabilization
• Work with the team to provide recommendations for infrastructure, middleware, interfaces, automation, and network security for the MMIS application post the AWS cloud migration pertaining to policies and standards while leveraging AWS services and other opportunities that support the MMIS application overall.
• Work with the team to design an architecture to support integrated oriented architecture design for new web applications and web services
• Work with team to identify and manage technology, architecture and infrastructure risks and lead in developing and implementing appropriate risk mitigation strategies
• Develop architectural proofs of concept to demonstrate practical business agile solutions and evolve core architectural constructs
• Collect and analyze business and technical requirements and translate them into technical solutions. Provide recommendations and supporting documents and POC as needed. Detail and document the logical and physical designs as per the EOHHS and EOTSS methodologies, policies, standards, and practices.
• Collaborate with the EOTSS/EOHHS Cloud Architecture Team to assist in defining and managing standards, guidelines, and processes for infrastructure technology and software development
• Lead or participate in writing of RFx (request for proposal, quotation, and procurement teams etc.) and SOW (statement of work) for infrastructure solutions and in contract and cost negotiations with vendors for SaaS solutions, infrastructure hardware, software, and professional services
• Collaborate with Business Functional Leads, Enterprise Infrastructure, and 3rd parties to define, design implement secure, scalable, extensible, and cost-effective solutions in alignment with MMIS enterprise strategic objectives
• Work in a matrixed environment with infrastructure and applications teams, data warehouse architects, security architects, and strategic partners to create an architecture to support and design a Cloud infrastructure that will be scalable to support the MMIS enterprise’s strategic objectives
• Work with the team to document and/or assist with designs, architecture, requirements, and any other infrastructure and network diagrams as needed.
• Provide assistance and support to resolve issues or problems with related AWS migration activities as well as post-migration as needed.

Preferred Knowledge, Skills and Abilities:
• Five (5) years architect experience in all aspects of technology including but not limited to business applications, middleware, database technology, business intelligence, security technology and best practices
• Three (3) years architect experience in Amazon Web Services (AWS) Cloud computing technologies and current computing trends
• Three (3) years architect experience in translating business strategy into short and long-term architectural plans
• Three (3) years architect experience in systems design using Oracle Suite, BPM and Rules Engine
• Three (3) years architect experience in modern enterprise architecture and hands on experience with Enterprise Application frameworks
• Have worked on SOA integration projects using BPM and Rules Engine
• Have worked on Java, J2EE, Tomcat, Apache, Spring based middleware solutions
• Have worked on Risk Management, Disaster Recovery, Business Continuity, IT Security Architecture, and IT Regulatory Compliance
• Expert in SDLC, DevOps, Cloud (Micro/Macro services), Data Analytics, Test Automation, Coding Techniques, CI/CD and Agile
• Expert ability to rapidly comprehend the functions and capabilities of new technologies
• Expert ability to create estimations of the time and resource requirements for different activities and determine which activities can be completed in parallel and in sequence
• Expert ability to handle complex issues and possess analytical and problem-solving skills
• Strong written, verbal, and presentation communication skills
• Prior experience in Health care domain is preferred
• Prior experience in government or with government agencies is preferred
• Proficient skills in Microsoft Office (Excel, Word, Visio, PowerPoint, and Project)
Education and Certifications:
• Bachelor’s degree or higher in Information Systems, or 5+ years’ experience in a senior architectural role
• AWS Cloud Certification desired

The pay range for this position is $75.00 - $100.00/hr.
