The Role:
This position is in need of a management level of authority and responsibility related to systems, confidential information and contract management role(s).
Job duties include, but are not limited to:
+ Oversight of Intermediate Care contract with community hospital: providing authorization of access to contracted hospital level of care treatment.
+ Management: Intermediate bed approvals for admissions and contract with St. Vincent’s Hospital.
+ Interstate compact coordinator for mental health.
+ Responsible and provides support to State-wide DMHAS Medical Director in complex case conferences.
+ Responsible for follow up and action steps with public and private providers.
+ Responsible for request for proposals, review of proposals and manages the Discretionary funds for building new residential programs at Mental Health Intensive level of care, supporting needed and timely discharges out of psychiatric state hospitals.
+ Responsible for oversight of new and existing contracts for Mental Health Intensive level of care beds in the community, provides utilization review of all contracted services including support services from discretionary funds.
+ Provides clinical consultation to all providers receiving funding and /or allocation of these level(s) of care provisions.
+ Support management of fluid use of these resources to assist with timely discharges from public and private hospitalizations.
+ Covers and shares responsibilities for oversight of all state hospital admissions for Connecticut, working with 27 community acute care emergency departments and 5 state hospitals.
+ Interface with high level Hospital Administrators of both private and public sector, coordination of prioritizing admissions throughout the state.
+ Responds to all requests related to hospital admissions from the Commissioner and/or DMHAS state-wide Medical Director.
+ Reports directly to DMHAS State-wide Medical Director.

PURPOSE OF JOB CLASS (NATURE OF WORK)
In the Departments of Correction and Mental Health and Addiction Services this class is accountable for directing multiple clinical programs in a facility or Local Mental Health Authority or directing statewide clinical support services and programs in the Central Office.
EXAMPLES OF DUTIES
+ Directs staff and operations of multiple functions for a division;
+ Coordinates, plans and manages program activities;

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE
A Master's degree in a clinical discipline, public health administration, health care administration or hospital administration and six (6) years of professional experience in behavioral health care.
MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE
Two (2) years of the General Experience must have been in a managerial or supervisory capacity directing clinical operations or the delivery of behavioral health care services including the supervision of professional behavioral health care staff.
NOTE: For state employees this experience is interpreted at the level of a Behavioral Health Clinical Supervisor or Behavioral Health Program Manager.
PREFERRED QUALIFICATIONS
+ Experience in collaborative work regarding discharge and admissions of state hospital level of care .
+ Experience in collaborative work with Mental Health Intensive level of care residential programming .
+ Experience working in mental health settings involving clinical oversight of community-based or inpatient based team/unit .
+ Experience reviewing budgets, use of excel, and utilization management strategies.
SPECIAL REQUIREMENTS
Incumbents in this class must maintain the appropriate current license for clinical social work, marital and family therapist, professional counselor, registered nurse, psychologist or alcohol and drug counselor.
