The Southwest Connecticut Mental Health System (SWCMHS) (https://portal.ct.gov/dmhas/swcmhs/agency-files/swcmhs) , under the umbrella of the State of Connecticut (https://portal.ct.gov/) , Department of Mental Health and Addiction Services (DMHAS (https://portal.ct.gov/DMHAS/About-DMHAS/Agency/About-DMHAS) ) is seeking a qualified individual for the position of Behavioral Health Clinical Monitor (PCN 28144) to join our Education and Training Department team. This position will serve as both the SWCMHS/DMHAS Region 1 Private Non-Profit Agency Contract Monitor and Auditor and as the SWCMHS Community Education and Engagement Liaison. You will be engaging and educating the DMHAS Region 1 community regarding the services we provide throughout the Region, while also serving on assigned community task forces and/or committees. WHAT YOU'LL BE DOING:
+ Collaborating and engaging with community programs, mental health, substance use, medical, entitlement, legal and other providers and directly provides community educational events within and across the DMHAS Region 1 behavioral healthcare service system.
+ Collaborating with the SWCMHS Community Resources & Special Projects Team to conduct DMHAS funded contract agency audits per agency policies and program requirements.
+ Maintaining and monitoring DMHAS contract agency contract compliance. Conducting on-site monitoring and evaluation of behavioral health facilities and programs.
+ Promoting cultural and gender diversity, equity and inclusion in the workplace, and assuring the maintenance of client rights.
+ Participates all meetings, trainings, conferences pertaining to role. Complying with all relevant regulations, standards, policies and procedures, and guidelines.

PURPOSE OF JOB CLASS (NATURE OF WORK)
In the Department of Mental Health and Addiction Services this class is accountable for performing a full range of monitoring, inspection, evaluation and consultative services to mental health and substance abuse community services, facilities and programs.
EXAMPLES OF DUTIES
+ Conducts on-site monitoring and evaluation of behavioral health facilities and programs;
+ Interviews staff and clients;
+ Reviews program operations and records;
+ Evaluates kinds and quality of services provided to ensure programs meet or exceed state and federal guidelines;
+ Provides consultation and technical and/or clinical advice to programs and/or facilities needing professional assistance in clinical, programmatic, administrative and operational areas;
+ Inspects and monitors behavioral health facilities, services and programs;
+ Monitors performance of programs by reviewing reports of inspections and evaluations;
+ Serves as liaison to public and professionals working in related programs and services;
+ Prepares reports and makes recommendations;
+ Serves on task forces and/or committees;
+ May investigate complaints relative to client care and medical and nursing practices;
+ Performs related duties as required.
KNOWLEDGE, SKILL AND ABILITY
+ Considerable knowledge of
+ causes, diagnosis, prognosis and treatment modalities associated with mental health, alcohol and drug addiction;
+ trends of care and organization of services related to behavioral health and addiction programs and services;
+ problems, procedures and processes of residential and community-oriented health care programs and prevention-oriented programs;
+ medical, nursing and allied health care needed by clients in substance abuse and mental health programs;
+ laws, regulations and guidelines pertaining to mental health and substance abuse programs;
+ Skills
+ interpersonal skills;
+ oral and written communication skills;
+ Ability to
+ negotiate with staff at all levels;
+ conduct independent research;
+ analyze and interpret complex data and information relative to behavioral health care.
MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE
Seven (7) years of professional experience in mental health or substance abuse treatment programs, providing direct care and treatment to clients OR providing monitoring, inspection and consultative services to program and/or facility staff.
MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED
+ College training may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one half (1/2) year of experience to a maximum of four (4) years for a Bachelor’s degree.
+ A Master’s degree in nursing, social or behavioral science, public or human service administration or a related field may be substituted for one (1) additional year of the General Experience.
+ Graduation from a psychiatric or substance abuse certification program may be substituted for one (1) additional year of the General Experience.
PREFERRED QUALIFICATIONS
+ Experience independently applying monitoring and auditing principles, techniques, and standards.
+ Experience providing education and training to multiple services and professional disciplines within and across a Connecticut Behavioral Healthcare service system.
+ Experience providing education and collaborating with community housing services, mental health, substance use, medical, entitlement, legal and other providers across Connecticut’s social service system.
+ Experience analyzing and interpreting complex, behavioral healthcare data and information.
+ Experience creating and maintaining data and databases.
+ Experience recognizing the causes, diagnosis, prognosis and treatment modalities associated with mental health, alcohol and drug addiction.
+ Experience with the trends of care and organization of services related to behavioral health and addiction programs and services.
+ Experience with procedures, processes, and problems of residential and community-oriented health care programs and prevention-oriented programs.
+ Experience researching and auditing, specifically with laws, regulations and guidelines that pertain to mental health and substance abuse programs.
SPECIAL REQUIREMENTS
+ Incumbents in this class may be required to possess a current license as a registered nurse in Connecticut should that discipline be necessary to perform the job in the agency’s judgment.
+ Incumbents in this class may be required to be certified in a substance abuse field.
+ Incumbents in this class may be required to be bilingual.
+ Incumbents in this class may be required to travel.
