In addition to the salary of approximately $104,262 to $153,148 annually an employee within this position will also be eligible for the following: + Educational Incentive - An educational incentive of 2.5% for completion of an associate's degree, 3.5% for completion of a bachelor's degree, OR 5% for completion of a graduate's degree. + Bilingual Incentive - Incumbents may also be eligible for bilingual incentive depending upon operational needs and certification skills. + Annual Leave - 208 hours per year, increasing to 288 hours after 5 years of service. + Annual Leave Redemption - The ability to "cash in" or redeem up to 100 hours of Annual Leave per year after using 80 hours in the preceding twelve months. + Deferred Compensation - Eligible to participate in the County's 401(k) Shared Savings Plan and/or the Section 457 Plan. This position is eligible for up to a 3% match on your 401(k) contributions. Following five (5) years of continuous County service, an additional 2% non-elective contribution will be made to the 401(k) plan. + Health Plans - Full time employees are afforded a flexible credit allowance for purchasing medical, dental, and/or vision insurance from a group of authorized plans. For Plan Year 2025: Tier one for employee only is $509 per biweekly pay period, tier two for employee plus one is $779 per biweekly pay period and tier three for employee plus family is $983 per biweekly pay period. + Flexible Spending Accounts - Choice of participation in the Flexible Spending Accounts which increase spending power through reimbursement of pre-tax dollars for IRS approved dependent care and health care expenses. + Pension Plan - Both the County and employees contribute to the County's Retirement Plan and to Social Security. If eligible, reciprocity may be established with other public retirement systems, such as PERS. + Holidays - 12 paid days per year which includes a scheduled floating holiday. THE DEPARTMENT The Ventura County Behavioral Health Department (VCBH) provides mental health and substance use treatment services. VCBH plays an important role as an integrated component of the Ventura County Health Care Agency available 24 hours a day, 7 days a week providing support for individuals and families who are in crisis; people considering suicide; or those struggling with mental illness, substance use, or both. THE POSITION Under general direction, the Behavioral Health Manager may manage mental health or alcohol and drug services, or provide specialized administrative and management support functions to the Behavioral Health Department. Services include all outpatient services throughout Ventura County, such as an adult system across six (6) clinics and correctional facilities. Incumbents plan, organize, and supervise the management of small to medium size programs or units involving high levels of coordination and/or planning. The Behavioral Health Manager II is distinguished from level I by additional duties involving budgeting and personnel on a multidisciplinary team. APPROXIMATE PAYROLL TITLES AND ANNUAL SALARIES Behavioral Health Manager I: $104,262.76 to $145,967.87 Behavioral Health Manager II: $109,381.11 to $153,148.56 NOTE: If appointed at the lower level, incumbent may be promoted to the higher level without further examination upon meeting the minimum requirements, demonstrating satisfactory performance, and in accordance with the business needs of the department. Behavioral Health Manager I/II are management classifications and are not eligible for overtime compensation. TENTATIVE SCHEDULE OPENING DATE: November 19, 2024 CLOSING DATE: Continuous First review of applicants anticipated to begin on or around November 25, 2024 Examples Of Duties Duties may include, but are not limited to the following: + Oversees operations of programs, clinics and/or service regions. + Assists in the development of new projects and/or programs. + Assists in establishing and refining measurable performance objectives for the team or subsystem. + Initiates, negotiates, and implements interagency agreements. + Selects, trains and supervises a multi-disciplinary staff. + Supervises collection and input of all client and cost data necessary to evaluate client outcome and cost benefit. + Schedules and monitors availability of 24-hour on-call emergency service for clients served by the team. + Monitors all Quality Assurance policies and procedures. + Prepares written monthly management information report reflecting team's performance on client outcome goals, productivity, expenditures, and revenue. + Performs other related duties as required. EDUCATION, TRAINING AND EXPERIENCE Some (at the I level) to considerable (at the II level) supervision, program operation or management experience, or technical related experience which has led to the acquisition of the required knowledge, skills and abilities. The required knowledge, skills, and abilities may also be obtained by: Any combination of education, training, and experience equivalent to a Bachelor's degree from an accredited college or university in mental health, public administration, business administration, or related field; AND Two (2) years at the I level and four (4) years at the II level of professional administrative, supervision or management experience in a mental health care environment or department. NECESSARY SPECIAL REQUIREMENTS Must possess and maintain a valid California driver license.
