The City of Norfolk’s Department of Human Services (NDHS) provides a wide range of essential services to its citizens. These services are crucial in supporting the wellbeing of the community and ensuring that all citizens have access to the resources they need. NDHS is committed to providing such comprehensive support to its citizens.
The NDHS is seeking an experienced professional for the Benefit Programs Supervisor position in its Benefits Division. Work will involve developing staff and supervisors, as well as implementing policies and procedures within the framework of departmental/divisional goals and objectives. The incumbent will also be responsible for the implementation of unit goals and objectives, leadership, collaboration, mentoring and oversight for programs within the assigned areas of Benefits.
Departmental Hiring Salary Range: $54,601.00 - $62,791.15
Essential Functions
+ Manages and supervises personnel by coordinating the activities, monitoring job performance, evaluating caseloads, assessing training needs and providing guidance, personal training and direction.
+ Coordinates local, state, and federal policies and programs by ensuring program integrity and compliance, evaluating and / or recommending changes, make decisions on controversial or sensitive issues and planning and managing the programs.
+ Supervises the recovery of outstanding claims by monitoring collections from individuals and coordinating collections through Federal and State tax intercept.
+ Identifies trends by analyzing data to determine relationships in program data and evaluating and developing plans of action to correct program deficiencies.
+ Provides public relations by interpreting and explaining benefit programs to other agencies, the community, and the public, establishing and maintaining cooperative relationships, representing the department at public forums, and making recommendations in prosecutions and testifying in Court.
+ Supervises the daily work of personnel by planning, evaluating, and supervising work assignments and progress, and providing consultation and training to new personnel assigned to the unit.
+ Monitors service delivery by ensuring cases comply with federal, state and local policies.
+ Ensures program integrity and compliance and evaluates and recommends changes.
+ Assigns casework to staff and monitors case activities by reviewing referrals, scanning databases for relevant data, maintaining records of case management, reviewing progress, discussing case activities, and preparing written summaries of case content.
+ Provides monthly program reports and track program expenditures.
+ Demonstrates clear and concise oral and written communication skills.
+ Participates in the development of program guidelines by serving on various committees and teams and developing, implementing, and monitoring programs.
+ Establishes training sessions by preparing materials, program literature, modules, and aides, and research, studies, and interprets various concepts.
+ Review benefit cases and enter in the state RUSHMORE System.
+ Eligibility experience with emphasis in determination of Benefit Public Assistance Programs.
+ Ability to train, lead, coach, counsel, and manage staff.
Education/Experience
+ Bachelor's degree in the human services field and human services program experience in a lead or supervisory capacity or any equivalent combination of training and experience which provides the required knowledge, skills and abilities.
+ Four years of experience in determining eligibility for social service government assistance programs.
+ Supervisory experience or work experience in a leadership role.
Additional Information & Requirements
+ Valid Driver's License may be required depending on assignment.
Signing Bonus: This position is eligible for a one-time $5,000 signing bonus.
+ Regular full-time and permanent part-time employees may receive paid holidays, vacation and sick leave, employer paid pension plan, basic life insurance, voluntary participation in medical and dental, Section 457 deferred compensation, long-term disability, optional life insurance for self, spouse and children, medical and dependent care reimbursement plans, access to membership in credit union and employer provided parking.
+ Special project/grant employees are generally eligible for the same benefits of regular full-time employees; however, retirement, life insurance and participation in health plans vary depending upon funding and authorization.
+ Temporary/seasonal and part-time employees are generally only eligible for employer provided parking and access to membership in credit union.
+ Retirement
If you are hired October 5, 2010, or after to a position with City of Norfolk Retirement System benefits, you will be required to contribute five percent (5%) of your salary toward your retirement benefit. This will be a pre-tax payroll deduction.
If you are hired January 1, 2022, or after to a position with Virginia Retirement System (VRS) benefits, you will be required to contribute five percent (5%) of your salary toward your retirement benefit. This will be a pre-tax payroll deduction.
+ The Tuition Assistance Program is established to encourage employees toward continued self-development and education. Permanent full-time and permanent part-time classified, unclassified permanent, full-time special projects, and constitutional employees who have completed six months continuous service will be eligible to apply. The applicant’s school of enrollment must be an accredited institution.
