**Your Opportunity**
We are looking for a Benefits Consultant specializing in compliance to join our HR Talent Services team! The Benefits Consultant will oversee compliance functions related to health and welfare benefits, including plan documentation, reporting, and non-discrimination testing. The Consultant will collaborate with Benefits colleagues and relevant stakeholders to ensure the company’s benefits programs comply with federal, state, and local regulations, as well as internal policies.
**Your Key Responsibilities**
+ Possess a strong knowledge base on North American benefit offerings such as health, dental, vision, disability insurance, life insurance, employee assistance, retirement programs and other voluntary programs.
+ Maintain accurate records of benefits plans, policies, and compliance activities.
+ Stay up to date on federal, state, and local laws, such as ERISA, ACA, COBRA, HIPAA, FMLA, and other benefits-related regulations.
+ Apprise leadership of violations or potential risks and provides viable recommendations for expedient resolution and/or modification of benefits practices to minimize employee and/or business impact.
+ Ensure that benefits communications programs meet the compliance requirements of the DOL, IRS, etc.
+ Prepare and file required regulatory documents, such as Form 5500 and non-discrimination testing reports.
+ Ensure compliance with any local ordinances including the San Francisco Health Care Ordinance, including reporting and documentation requirements.
+ Draft, review, and maintain Business Associate Agreements (BAAs) in alignment with HIPAA requirements.
+ Assist with internal and external audits related to benefits compliance.
+ Identify potential compliance risks and recommend corrective actions.
+ Maintain key contacts internally and externally. Provides training, tools, documentation and mentoring to Service Center colleagues.
+ Perform other duties of a similar nature and level as assigned and required.
**Qualifications**
**Your Capabilities and Credentials**
+ Strong interpersonal and communication skills, with the ability to explain complex benefit information to diverse audiences.
+ Ability to interpret complex benefits policies and data.
+ Strong knowledge of federal, state, and provincial benefits regulations, including ERISA, ACA, COBRA, HIPAA, OAS, CHRC, CPP, CLC, PIPEDA, FML/FMLA, USERRA, ADA, Section 125, worker’s compensation, Medicare, Social Security, Employment Standards, and DOL requirements.
+ Exercises confidentiality and discretion.
+ Process improvement oriented.
+ Experience with US and Canadian benefit programs, plan vendor administration, and program management is desirable.
+ Demonstrate a sense of urgency and a strong focus on employee experience.
+ Professional certifications such as Certified Benefits Professional (CBP) or Certified Employee Benefits Specialist (CEBS) preferred.
+ Strong Microsoft Office Suite skills required.
**Education and Experience**
+ A Bachelor’s Degree in Communications, Human Resources, or a related field.
+ Minimum of 5-7 years of experience; or an equivalent combination of education and experience.
Typical office environment (may be remote) working with computers and remaining sedentary for long periods of time.

Pay transparency laws require employers to provide the following information for positions that may be in the following jurisdiction(s):
**Salary Range(s):**
* $91,500 - $132,700 Min/Max Pay Range for postings located in CO and HI and MD
The final agreed upon compensation is based on individual education, qualifications, experience, and work location. At Stantec certain roles are bonus eligible.

In addition, employees will be eligible to accrue vacation between 10 and 20 days per year and eligible for paid sick leave (and if more generous, in accordance with state and local law).
Temporary/casual employees have access to 401(k) plans, employee stock purchase program, and paid leave, in accordance with state and local law.
