Manages the activities for administrating the agency's employee benefits programs for active and retired employees, including health and welfare options. Provides guidance and management of the employee information line to provide general guidance to employees on all employee benefits and other Human Resources functions. Resolves complex issues; serves as liaison to internal/external contacts; prepares reports and monitors data and issues. Develops, coordinates, implements, and communicates benefits solutions to meet agency objectives and diverse employee needs. Ensures processes and programs incorporate best practices regarding cost-effectiveness, legal compliance, and support of agency goals.Essential Duties and Responsibilities:
ESSENTIAL DUTIES AND RESPONSIBILITIES:
Ensures benefits processes and programs comply with established DART policies and procedures as well as local, state, and federal regulations.Manages and oversees the daily operations of the Benefits team.Ensures employees’ benefits elections are applied and reflected accurately across all agency platforms.Provides expert advice and presents recommendations to organizational leaders and Benefits staff on complex benefits matters. Develops and administers benefits policies and procedures. Prepares analyses and makes recommendations to executive management regarding benefits costs models, benefits budget proposals, and governmental legislative compliance.Maintains current knowledge of benefits, related regulations, and best practices; benchmarks best practices and uses data to make recommendations. Serves as contracting officer and/or liaison between agency and benefits consultants in strategic, tactical, and transactional projects.Develops, implements, and monitors complex benefits projects/programs. Manages changes or modifications of project timelines/scope to ensure compliance with established project or departmental objectives.Consults with other sections within Human Resources, as well as leaders of other departments, to design, implement, and monitor the progress of major projects affecting the mission of the department and the agency.Designs, analyzes, and prepares published reports of benefits-related metric data; identifies trends and recommends approaches to issues; compiles and analyzes external benefits survey information; responds to external benefits survey requests. Designs and facilitates process teams, focus groups, and other interactive forums for data gathering, problem-solving, and training.Performs other related duties as assigned.MINIMUM KNOWLEDGE SKILLS AND ABILITIES REQUIRED:

WORKING CONDITIONS:
Works in an environment where there is minimum exposure to dust, noise, or temperature. May be moderately exposed to unpleasant working conditions to include dust, noise, temperature, weather, petroleum products, and chemicals while visiting DART's operating facilities, assuming incumbent is observing all policies and procedures, safety precautions and regulations, and using all protective clothing and devices provided.
