Richmond Community Services, a leading non-profit provider of support services for Westchester County's developmentally, intellectually, and behaviorally challenged individuals are seeking a Benefits Specialist based in our Mount Kisco administrative offices.
The HR Benefits Specialist is responsible for overseeing the administration of health and welfare benefits programs at Richmond. Processes all leaves of absence, disability, workers compensation, and FMLA absences. Other responsibilities include coordinating annual open enrollment. Maintains strict adherence to all legal requirements and files reports as necessary.
The Benefits Specialist must demonstrate knowledge of RCS’ quality mission, vision, and values. In addition, this position actively participates in quality improvement projects (e.g., communicating issues, offering suggestions) to ensure ongoing excellence of services, programs, and staff to maximize the quality of life for individuals supported by RCS
Essential Job Functions & Accountabilities
+ Computes monthly premiums for health and welfare programs (e.g. medical, dental, life, LTD, etc.) and processes monthly invoices. Generates monthly benefit plan reports. Maintains records and reports for various benefit programs.
+ Manages enrollment and termination processing for all health and welfare benefits. Determines eligibility for benefits and distributes applicable paperwork. Reviews PANs and updates employee files with new deductions, if applicable.
+ Processes all COBRA benefits (medical/dental). Distributes all COBRA materials to eligible employees within mandated guidelines. Maintains a tracking system for eligibility and payments. Submits appropriate documentation to Finance.
+ Act as a liaison between employees and benefit carriers to resolve outstanding claims. Troubleshoot other benefit-related issues. Drafts correspondence, makes calls and provides appropriate follow-up as necessary.
+ Presents health and welfare benefit program materials in orientations and to newly hired employees. Conducts one-on-one meetings when necessary. Creates and distributes appropriate reminders/follow up.
+ Coordinates annual Open Enrollment for medical and dental benefits and develops educational materials for distribution to employees. Contacts all carriers to coordinate representation and materials, as needed.
+ Drafts and edits correspondence relating to plan changes and/or updates as needed.
+ Independently processes Worker’s Compensation claims, maintains OSHA log and completes year-end reporting, and completes appropriate government forms as required. Act as a liaison between Richmond and WC carriers to communicate relevant information and resolve claim inquiries. Collects incident reports and other employee statements.
+ Processes all Short Term and Long Term Disability claim. Prepares and distributes appropriate letters, forms, and job descriptions to employees, physicians, and carriers. Enters relevant data into HRIS. Resolves any billing/claim issues.
+ Processes employee requests for tuition reimbursement including verifying eligibility.
+ Processes Leave of Absence Notifications, generates relevant correspondence, and distributes applicable material to employees. Follows up with employees through written correspondence to obtain appropriate certification information and physician documentation. Communicates relevant information to managers.
+ Responds to inquiries from managers, staff, and non-employees and interprets routine agency policies and procedures
+ Completes special projects as assigned. Provides basic research utilizing the internet
+ Submits health and welfare invoices for payment monthly. Medical bills must be sent to Finance by the 12th of each month.
+ Ensure processing of COBRA initial notifications within 14 days of loss of coverage.
+ Prepare responses to unemployment claims within the required time periods. Coordinate with UIPCS and management on hearing dates, provide necessary documents.
+ Processes STD claims within 30 days of the incident.
+ Completes ACA reporting.
+ Other duties as assigned.
Qualifications & Minimum Requirements
+ Bachelor’s degree in Human Resources or related field with 2+ years relevant experience OR 5+ years of commensurate experience working within a human resources department handling recruiting and HRIS functions highly preferred.
+ Valid driver's license required. Reliable transportation for local travel is preferred. Must be available for occasional extra hours and early morning/night/weekend hours.
This role is an exempt position as defined by the FLSA.
