Specific Responsibilities: This is a Biological Administrator I-SES position responsible for managing the compliance activities of the Water Program, including the Delegated Florida Department of Environmental Protection (FDEP) Safe Drinking Water Program, Florida Department of Health (FDOH) Limited Use Drinking Water Program; Well Surveillance Program, FDOH Public Pools and Bathing Places Program, and Florida Healthy Beaches Program. Work is performed under the supervision of the Environmental Administrator - HLTH. Perform professional and administrative duties, provide technical oversight, coordinate workload, process permit applications, conduct field inspections. This position requires independent judgment, initiative, applying general knowledge of business practices and skill in applying instructions to accomplish various job functions.This position spends the majority of the time engaged in supervisory responsibilities. This includes communicating, motivating, training, and evaluating employees in addition to planning and directing employees’ work. The incumbent has the authority to hire, transfer, suspend, lay off, recall, promote, discharge, assign, reward, or discipline subordinate employees or effectively recommend such action. The incumbent will also be required to develop performance expectations, meet with staff regularly to discuss performance, complete performance reviews, maintain vacation and work schedules, ensuring proper coverage, and complete timesheets.This position is considered to have regulatory responsibilities and is subject to the provisions of Chapter 60L-36, F.A.C. This position is designated as a sensitive position and is required to maintain confidential information in accordance with Florida Department of Health (FDOH) Palm Beach County Health Department (CHD) Information Security Policy, Protocols and Procedures. This position has access to the Health Management System (HMS) for Daily Activity Reports (DARs) entry and supervisory approval. Delegated Florida Department of Environmental Protection (FDEP) Safe Drinking Water Program: Ensures the program is managed in accordance with the latest FDEP and FDOH delegation agreement including inspection frequency/quality, record management, database updates, staff training, reporting, and applicable Chapter 62 Florida Administrative Code regulations. Establishes procedures to review the quality of the work performed by the programs including inspection records, database entries and supporting documents generated by staff. Reviews and updates quality control/assurance documentation for the drinking water programs and reports to the Program Administrator. Responsible and accountable for the performance of the subordinate staff under its supervision. Responsible to manage the Florida Department of Health (FDOH) Limited Use Drinking Water Program in accordance with the latest FDOH requirements including inspection frequency/quality, quality control, record management, database updates, staff training, reporting, Chapter 64E-8, Florida Administrative Code regulations, and applicable sections of the FDOH Environmental Health Program Manual (150-4). Ensures the Well Surveillance Program is managed in accordance with the latest FDEP and FDOH delegation agreement including well surveys timeliness/quality and sampling for contaminants of concern in response to potential ground water contaminants, record management, database updates, staff training, reporting, and applicable Chapter 62 Florida Administrative Code, 376.3071(4)(g). Florida Statues and State Underground Petroleum Environmental Response Act regulations. Ensures new and additional sampling requirements for Per PFAS and polyfluoroalkyl (PFOS) are met in accordance with latest EPA guidance. Responsible to manage the FDOH Public Pools and Bathing Places Program in accordance with the latest FDOH requirements including inspection frequency/quality, quality control, record management, database updates, staff training, reporting, Chapter 64E-9, Florida Administrative Code regulations, and applicable sections of the DOH Environmental Health Program Manual (150-4). Responsible to manage the Florida Healthy Beaches Program in accordance with the latest FDOH and United States Environmental Protection Agency guidance and recommendation. Provide ongoing technical assistance and guidance concerning Onsite Treatment and Disposal Systems (OSTDS) construction and repair permit reviews. Serve as acting OSTDS manager as needed and assists program regularly during sudden increases in on-demand permitting workload. Ensures required inspections under the above programs are completed and meet quality requirements, provided assistance to regulated systems. Secure complaints are investigated, noncompliance activities properly documented and forwarded to enforcement in accordance with written procedures. Accurately records, organized and maintained program databases. Generates program performance database reports and reviews data with staff and the Program Administrator. Participates in programmatic teleconferences. Responsible for all work complies with delegated program agreements, agency protocols and guidelines. Conducts quarterly audits of all inspection records, database entries and supporting documents generated by staff under their supervision. Participate in the standard activities; Outreach, Suggestions, and/or Teamwork. Perform other duties as assigned.
