Summary This position is located in Hawaii Volcanoes National Park, in the Resources Management Division. This is a term position (more than 1 year) with an initial appointment expecting to last at least 13 months but may be extended up to a total of four years. Term positions do not convey permanent status in the Federal service. Open to the first 101 applicants or until 11/25/2024 whichever comes first. Responsibilities Some of the duties you will perform include, but are not limited to: Coordinate biosecurity inspections schedule and work tasks, and work with contractors and park staff to accomplish biosecurity and weed management project goals Conduct routine resource monitoring programs for evaluating nonnative species invasiveness, vegetation communities, population dynamics, ecosystem relationships, and public health/safety issues. Carry out a variety of field activities such as the plant surveys, control of non-native and invasive plant or insect species, and enhancement of native plant populations. Perform routine and recurring testing of collected samples. Record all data collected and ensure adequate quality control. Make field observations of natural resource conditions. Mix, load, and apply herbicides for the purpose of vegetation control. Park Information: Hawai'i Volcanoes National Park (HAVO) is located on the island of Hawai'i, on the southeastern edge of the island, in the districts of Ka'u and Puna, between the towns of Hilo to the northeast and Kailua-Kona to the northwest. It is located 2,500 airline miles from the continental United States and over 250 miles from Honolulu on the island of Oahu, the major business, government, and industrial supply center for the state. The park was established in 1916 and encompasses two of the most active volcanoes in the world, Kilauea and Mauna Loa; a diverse geography that ranges from sea level to 13,677 feet in elevation; and protects rich biodiversity and Native Hawaiian culture. The park includes 335,259 acres of land, 123,100 acres of designated wilderness, 121,015 acres of eligible wilderness, 7,850 acres or potential wilderness. The Park is in an area of active volcanism and seismic activity, with frequent earthquakes, volcanic activity and a tropical environment experiencing 20-150 inches of rain a year. The fumes are known to be hazardous to an unborn fetus, and persons with heart and respiratory problems. Long-term effects on normal healthy persons are unknown. Requirements Conditions of Employment U.S. Citizenship required. Appointment subject to background investigation and favorable adjudication. Meet Selective Service Registration Act requirement for males. Selectee will be required to participate in the Direct Deposit Electronics Funds Transfer Program. You will be required to operate a government (or private) motor vehicle as part of your official duties; a valid driver's license is required. You will be required to submit a Motor Vehicle Operator's License and Driving Record. You must also submit (within a State sealed envelope or submitted directly by the State authorities), and at your own expense, all certified driving records from all States that disclose all valid driver's licenses, whether current or past, possessed by you. You may be required to complete training and operate a four-wheel drive vehicle. You will be required to wear a uniform and comply with the National Park Service uniform standards. A uniform allowance will be provided. You may be required to work on-call, evenings, weekends, holidays, overtime and shift work. You will be required to complete a one-year trial period. You may be required to travel overnight away from home. You must obtain a government charge card for travel purposes. Applicants must be at least (1)18 years old or (2) at least 16 years old and: (a) Have graduated from high school or been awarded a certificate equivalent to graduating from high school; or (b) Have completed a formal vocational training program; or (c) Have received a statement from school authorities agreeing with their preference for employment rather than continuing their education; or (d) Be currently enrolled in a secondary school and either work only during school vacation periods or work part-time during the school year under a formal student employment program. Qualifications All qualifications must be met by the closing date of this announcement-11/25/2024-unless otherwise stated in this vacancy announcement. Credit will be given for all appropriate qualifying experience. To receive credit for experience, your resume MUST clearly indicate the nature of the duties and responsibilities for each position, starting and ending dates of employment (month/year), and the resume must reflect full and/or part-time or total number of hours worked (i.e., work 40+ hours a week, rather than indicating full-time). If part-time, the hours must be annotated to be able to pro-rate the amount of qualified specialized experience. SELECTIVE FACTOR: This position performs chemical control methods to manage invasive plants and noxious weeds, and as such, you must be willing and have the ability to mix, load, and apply herbicides for the purpose of vegetation control. Candidates who do not meet this requirement by close of this announcement will receive no further consideration for this position. - AND - To qualify for this position at the GS-07 grade level, you must possess at least one of the following minimum qualifications: EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-06 grade level in the Federal service (obtained in either the public or private sectors). This experience includes activities such as: 1) collecting monitoring data on assorted ecosystem restoration and vegetation management projects using specified sampling techniques and procedures; 2) developing plans and coordinating a diversity of ecological restoration projects (e.g., scheduling personnel, purchasing supplies, developing action plans, implementing the project and completing written and photographic documentation); 3) monitoring construction projects for compliance with natural resource specifications; and 4) leading field crews in exotic plant control or restoration projects. You must include hours per week worked.-OR- EDUCATION: Successful completion of at least one full year of progressively difficult graduate level education directly related to the work of the position to be filled. Some qualifying majors include botany, plant science or directly related disciplines. You must include transcripts. -OR- Successful completion of a COMBINATION of education and experience as described above. To combine education and experience, first divide your semester hours of completed graduate education by 18 (or 27 for quarter hours). Then take the number of months of full-time experience and divide by 12 months. Add the percentages together. The total must equal at least 100 percent to qualify. Note: In combining education with specialized experience for the GS-07 requirements, only graduate level coursework that is directly related to the work of the position counts towards the specialized experience required. You must include hours per week worked AND transcripts. Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. A relocation incentive is not the same as a Permanent Change of Station (PCS) move and, as such, may be granted in conjunction with one another. Physical Demands: The work is partially sedentary with prolonged standing, walking, and bending often required. Heavy items (e.g., equipment and packs up to 50 pounds) must be lifted and carried on a routine basis. Working Conditions: The work is performed in an office, laboratory, and in the field. Field work includes exposure to extreme weather conditions and terrain, pesticides, poisonous plants, biting insects, and wild animals. Laboratory work may involve exposure to hazardous chemicals. The National Park Service has determined that the duties of this position are suitable for telework and the selectee may be allowed to telework with supervisor approval.
