Job Description Civil Service Title- Civil Engineer * IN ORDER TO BE CONSIDERED FOR THIS POSITION CANDIDATE MUST BE SERVING PERMANENTLY IN THE TITLE OF CIVIL ENGINEER, OR HAVE FILED, TAKEN, PASSED, AND BE REACHABLE ON OPEN-COMPETITIVE LIST, EXAM # 4030, AND THE PROMOTION LIST, EXAM #4522, WHICH WILL BE USED FIRST, OR ELIGIBLE UNDER THE 55-A PROGRAM. PLEASE INDICATE ON YOUR RESUME.* Under the direction of the Director of Design & Planning, the Manager of Design is responsible for the coordination, oversight, and evaluation of design activities within the BQE, Design-Build and Emergency Contracts Unit and provide support to related construction activities. Specific duties and responsibilities: Serves as the primary communication link between Design/Planning and In-Field Construction activities. Monitors and evaluates the performance of private consultants and contractors Evaluate complex design reports, calculations, design plans, construction concepts and construction schedules and recommend appropriate action Develop Technical Specifications for Design-Build projects within the BQE, Design-Build, and Emergency Contracts Unit Serves as the primary liaison and oversight for complex tasks, especially those involving the monitoring and inspection of structural components Documents progress and technical conclusions, through the preparation of written reports, memorandums, tabulated registers, and presentations. Assures that all work undertaken is in accordance with Agency, City, State, and Federal guidelines and requirements. Represents the Division in dealing with other City, State, and Federal agencies, utilities, contractors, consulting engineers, the public and all other public or private bodies on those matters of the greatest scope of significance, specific to the BQE, Design-Build & Emergency Contracts Unit. Performs additional significant administrative and engineering functions as determined by the Director of Design & Planning and the Executive Director of BQE, Design -Build and Emergency Contracts. Preferred Skills Skill in analyzing and evaluating complex and highly technical data, reports, calculations and design plans related to bridge and highway projects Skill in communicating verbally and dealing effectively with consultants, utilities, and individuals representing the agencies or organizations; Ability to supervise a staff of engineers in the planning, organizing, coordination, and control of Design-Build projects and Emergency Contracts Ability to write clear and effective reports, letters, memos, and correspondence; Familiarity and experience working in the Design-Build environment within transportation; Ability to work under pressure and meet restrictive deadlines; Ability to improvise and develop innovative solutions for unusual conditions arising in the field for Design-Build projects, Emergency contracts, and other specialty projects. No telephone inquiries please. Qualifications (1) Four (4) years of full-time, satisfactory experience in civil engineering work; and (2) A valid New York State Professional Engineer’s License. Current New York State registration as a Professional Engineer must be maintained for the duration of your employment. A masters degree in civil engineering from an accredited college or university, accredited by regional, national, professional or specialized agencies recognized as accrediting bodies by the U.S. Secretary of Education and by the Council for Higher Education Accreditation (CHEA) may be substituted for one year of the civil engineering experience required in “1" above. Special Note: In addition to above qualification requirements, to be eligible for placement in Assignment Levels II and III, individuals must have at least one year within the last three years of experience as a major contributor or a project leader on a complex project requiring additional and specific expertise in the disciplines needed to design or construct the project.
