Responsibilities You will start and stop steam turbine generator sets, Gas turbine, and Diesel generators according to load requirements. You will maintain and operate a central high pressure steam and electrical generating plant. You will perform preventative maintenance work on plant equipment. Requirements Conditions of Employment Qualifications THIS POSITION IS LOCATED IN THE UTILITIES AND ENERGY MANAGEMENT BRANCH, PRODUCTION DIVISION, PUBLIC WORKS DEPARTMENT SUBMARINE BASE NEW LONDON. THE INCUMBENT IS RESPONSIBLE FOR OVERSEEING EMPLOYEES THAT MAINTAIN AND REPAIR THE MECHANICAL AND ELECTRICAL SYSTEMS LOCATED THOUGHOUT THE POWER PLANT, OILY WASTE TREATMENT FACILITY AND WATERFRONT SHIP TO SHORE SERVICES TEAMS. RELATED PLANT INDUSTRIAL EXPERIENCE IS PREFERRED Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the job elements and screen out listed below. This job has a screen-out element which will be used to determine minimum eligibility for this job. Applicants who do not receive a minimum of two points on the screen-out element(s) will be found ineligible. The Screen-out Element for this position is: Ability to do the work of a Boiler Plant Operator without more than normal supervision performing duties such as: 1) THE INCUMBENT MUST HAVE THE ABILITY TO ASSIGN WORK, MONITOR QUALITY AND PROGRESS, AND MANAGE MULTIPLE COMPETING PRIORITIES. 2) THE INCUMBENT MUST HAVE EXPERIENCE WITH EMPLOYEE DEVELOPMENT, SETTING PERFORMANCE EXPECTATIONS, AND CONFLICT RESOLUTION. 3) A SOLID UNDERSTANDING OF OCCUPATIONAL SAFETY REQUIREMENTS AND RISK MANAGEMENT IS ESSENTIAL. This announcement uses the Certain Competitive Service/Modified Direct Hire Authority to recruit and appoint qualified candidates to certain positions in the competitive service PHYSICAL EFFORT: Works in confined areas in and around boilers and support equipment. The work requires moderate to strenuous effort and long periods of walking, standing, climbing, bending, and crouching. Workers frequently lift and carry boiler parts and chemical supplies weighing up to 40 pounds unassisted and occasionally items weighing 40 pounds with assistance of other workers or weight handling equipment. WORKING CONDITIONS: Works indoors and occasionally works outside. May be subject to high temperatures, constant noise, rotating machinery, soot, dirt, grease, chemicals, oil, and fumes in the work area; and cuts and abrasions from the use of tools and equipment and burns from acids, caustics, hot water, steam, and contact with piping and boilers. In addition, may work on catwalks and ladders. A tentative offer of employment will be rescinded if the selectee fails to meet the pre-employment requirements, including failure to report to any of the scheduled appointments.
