As a critical member of the SPA’s Homeland Security team, the Border Security Capabilities Requirements Lead will provide the development, oversight, and management of requirements management resources and activities in support of border security mission clients. You will lead teams across the range of systems engineering lifecycle tasks to effectively navigate the DHS Joint Requirements Integration and Management System (JRIMS) process in support of the DHS Acquisition Lifecycle Framework (ALF) to provide comprehensive capability management and be responsible for the quality of delivery of all services and work products. You will work closely with Senior Management, Technical Staff, and Advisors in achieving client delivery objectives and identifying and advancing new business opportunities to expand SPA’s portfolio.

Responsibilities Lead a diverse, multi-disciplinary workforce toward the timely development and implementation of requirements and solutions supporting end-user capability needs to include:Develop and execute client and stakeholder engagement plans that result in the identification and tailoring of end-user requirements and the approaches that will successfully address needs.Assist individuals tasked with writing JRIMS documentation and provide guidance and expertise on critical JRIMS and ALF processes and requirements towards the acquisition of new capabilities and technologies.Assist development of, and updates to, capability-based assessments, trade-off analyses, requirements documentation (Mission Needs Statements), acquisition decision event packages, and System Engineering Life Cycle (SELC) planning, technical reviews, and technical activities throughout program lifecycles.Prepare programmatic documentation including, but not limited to Privacy Threshold Assessments, Privacy Impact Assessments, project plans, briefings, white papers, and project transition documents.Assist in developing test plans and test reports used to assess the efficacy of deployed technologies.Provide this expertise in support of federal IT and non-IT programs throughout the acquisition lifecycle framework activities and documentation requirements.Collaborate effectively with SPA management and resources, government clients, and related stakeholders to address project taskings, opportunities, issues, and challenges.Develop and present briefings for various audiences and level of seniority on project status, issues, and considerations to ensure executive decision makers receive timely, complete, and accurate information to make informed decisions.Identify requirements for talent, and oversee candidate screening, selection, onboarding, placement, and career planning efforts associated with responsible team(s) and lead/coach assigned personnel so they can achieve their highest potential. Qualifications

Required Qualifications:

8+ years of demonstrated experience analyzing end user capability needs, requirements, and gaps for Level 1, 2, and 3 acquisitions with successful results.Demonstrated experience managing requirements development teams, working with operating components, and overseeing successful implementation of solutions to meet operational needs in a in a federal consulting environment within cost and schedule restraints (preferably at a DHS Component).Demonstrated experience with DHS Joint Requirements Integration and Management System (JRIMS) Capability Analysis Reports (CAR), Mission Needs Statements (MNS), and Concept of Operations (CONOPS), to include materiel and non-materiel solution analyses.Possess a deep understanding of the DHS or DOD SELC and DHS Management Directive 102-01, DoD 5000, and Federal Acquisition Institute guidelines, and acquisition support for complex system acquisitions.1+ years of experience directly supporting DHS Customs and Border Protection (CBP) programs.

Desired Qualifications:

Degree with PMP, DAWIA or DHS level 3 certification.Currently working with CBP with an active CBP Background Investigation / DHS Suitability. Or Top Secret clearance preferred. 2+ years of experience managing a requirements development team for a large Level I or II DHS Program. Expertise in SELC and Acquisition Lifecycle methodologies, policies, processes, and systems – preferably at CBP.
