This position serves as a Port of New Orleans, Bridge and Lock Operator 1 or 2 in facilitating bridge operations and maintenance as part of the Bridge Operations & Maintenance department. This position is part of a career progression group (Bridge and Lock Operator 1 and Bridge and Lock Operator 2). This position participates in the required PORT training program and obtains additional training in order to facilitate the efficient performance of duties and/or required tasks. This is a safety sensitive position that requires random drug screening throughout the year. The incumbent will be required to possess and maintain a valid Driver’s License, Class E and be knowledgeable and capable of the safe operation of various types of equipment required to fulfill the needs of the position and the PORT. The incumbent is required to have knowledge of the use of a UHF radio and a two-way marine radio, which require proper radio etiquette. The incumbent shall utilize a telephone, cell phone, two-way communication device, computer, and e-mail to facilitate communications, if required. The incumbent must be able to perform duties many times without direct supervision and be knowledgeable enough to interpret unforeseen conditions as they may arise. To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. 70% Bridge Operations The incumbent is required to safely operate all 3 of the Port’s power-driven drawbridges over the Inner Harbor – Navigational Canal (IH – NC), the St. Claude Avenue Bridge, the Florida Avenue Bridge, and the L&N Train Bridge (a.k.a. the Almonaster Avenue Bridge). These bridges are required to be in operation 24 hours/day, 7 days/week for vehicular, marine, and/or rail access. At the discretion of the Port, in order to meet the needs and mission of the Bridge department, Maintenance Division, or the agency, the following will be required of the incumbent: The incumbent may be required to work rotating shifts of either 8, 10, or 12 hours in duration. The incumbent may be required to work overtime. The incumbent may be required to work as a relief tender on a temporary or permanent basis. The incumbent may be required to be “on-call” duty, meaning the incumbent must be ready (of sound mind and constitution) at any instant to be called in to work a shift. The incumbent is required to act as dispatcher for the USCG and the mainline railroads to prioritize marine and railroad traffic. The incumbent is required to ensure safe vehicular, rail, and pedestrian traffic access and passage. The incumbent is required to operate and monitor the Port’s two-way marine radio, as well as the CSX, NOPB, and NS railroads’ two-way radios. The incumbent is required to act as dispatcher to align incoming and outgoing trains by way of the railroad train board to set tracks and signals. The incumbent is required to assist HPD, NOPD, Wildlife and Fisheries, and U.S. Coast Guard involving incidents and/or accidents occurring on the IH – NC and Port of New Orleans properties. The incumbent is required to secure passage for emergencies and special openings for large tows and ships. The incumbent is required to assist with search and rescue, as needed. The incumbent is required to prepare the bridges before an approaching hurricane to secure them from high winds, power outages, and floods. The incumbent may be required to operate the bridges immediately after a storm passes in order to clear marine traffic in the IH – NC. The incumbent is required to assist inspectors, outside contractors, and other crews conducting bridge maintenance and/or construction work, including Port personnel. The incumbent is required to call out maintenance crews for emergency work, when required. The incumbent is required to perform routine cleaning and general upkeep of the Bridge Operator’s house and associated facilities. 20% Bridge Logs and Other Bridge Reports The incumbent is required to keep records of bridge openings and closings, vessels passing through, and trains crossing over the IH – NC. The incumbent is required to keep detailed logs to capture data such as weather, visitors unusual and unexpected events, etc. The incumbent is required to prepare reports of accidents and damages to the bridges and bridge fender systems. 5% Training The incumbent is required to participate in mandatory annual training on the proper procedures for operating the bridges. The incumbent is required to pass a bridge operating procedures test before being allowed to operate Port draw bridges. The incumbent is required to train on Interlock requirements with the train board and switches. The incumbent is required to cross train regularly and as directed on all Port owned bridges. 5% Other Duties, Including Emergency Support Incumbent is required to perform a variety of tasks and assignments, as directed by the supervisor, necessary to fulfill the mission of the Bridge Operations & Maintenance Department and/or Port Maintenance Division. Bridge Operators may be required to report to duty and/or remain on shift up to 12 hours before expected landfall (tropical force winds on the coastline) of an approaching storm or hurricane or as such time the USCG closes the port and declares condition ZULU. Tenders are to remain at their post until relieved by a supervisor or by authorized maintenance personnel. Tender may be required to report back immediately following a storm to aid the Port in resuming normal operations. Incumbent may be required to report to or remain on duty during other extreme weather events such as but not limited to local flooding and ice/freeze events in order to ensure the continued operation of the facilities.
