PURPOSE OF JOB CLASS (NATURE OF WORK) In the Department of Transportation and the Connecticut Airport Authority this class is accountable for receiving training in introductory professional engineering work for the development of technical and professional transportation engineering and transportation construction engineering skills and knowledge in order to qualify for advancement in the field of transportation engineering. EXAMPLES OF DUTIES In this role, you will be training to learn the following duties: + Make field inspection of bridge sites to obtain information necessary for design of structures; + Make plans and recommendations for adequate repair; + Oversee state and consultant engineers in review of storm sewer and culvert designs and computations prepared by Design division and contracting engineers for watersheds of 650 acres and less; + Provide technical advice to Design division and District Engineers on pollution control measures and storm sewer and culvert designs; + Prepare computations for storm sewer and culvert designs; + Attend field reviews on new designs for highway projects; + Recommend revisions to improve drainage design; + Oversee analyses, computations, preparation of plans and data relating to hydraulic problems encountered in planning and design of highways; + Perform hydrographic analysis and flood routing for retention basin designs; + Review drainage design on major permit applications for shopping centers and housing developments; + Assist in preparation and updating of Drainage Manual; + Assist in coordination of work of design engineers with consulting engineers in preparation of plans to determine contract documents; + Act as consultant to district forces and other state agencies; + Recommend treatment of alignment, grade, surface and drainage features; + Prepare and reviews agreements governing terms involved; + Represent state in negotiations with Federal Highway Administration for reimbursement of funds to state; + Conduct field and office investigations of engineering, technical or other problems and prepares reports for higher level employees; + Analyze problems and recommends effective solutions; + Assist in establishment of policy, procedures and methods; + Assist in development and review of department contracts; + Performs related duties as required. MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE Possession of a Bachelor's degree. NOTE: If the target job classification has a Minimum Qualification that requires specific licensure and/or the Bachelor's degree to be in a specific area(s), then these specific licensures and degree areas are required for appointment to the Transportation Engineer Trainee classification. Candidates cannot be appointed until all degree requirements are complete. MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED + Possession of Professional Engineer (PE) licensure from the Department of Consumer Protection State Board of Examiners for Professional Engineers and Land Surveyors consistent with C.G.S.§20-302 may be substituted for the General Experience requirement. + Possession of Engineer-In-Training (EIT) licensure from the Department of Consumer Protection State Board of Examiners for Professional Engineers and Land Surveyors consistent with C.G.S.§20-302 may be substituted for the General Experience requirement. PREFERRED QUALIFICATIONS + Possession of an accredited bachelor’s degree in civil or environmental engineering with course work relevant to the field of hydraulic and/or water resources engineering by August 2025 + Cooperative education/internship experience or work experience in the field of hydraulic and/or water resources engineering + 3.0 or higher grade-point average in relevant engineering courses + Academic, internship, or work experience utilizing engineering-related computer software + Experience with presentation skills + Experience with providing verbal and written communication to a diverse population + Completion of the Fundamentals of Engineering (FE) exam or Engineer in Training licensure + Experience using Microsoft Excel, Microsoft Word, Microsoft Project, and Microsoft Access + Experience efficiently managing large workloads SPECIAL REQUIREMENTS + Incumbents in this class may be required to possess and retain a valid Motor Vehicle Operator’s license. + Incumbents in this class may be required to travel.
