About MassDOT Highway Headquarters Bridge Inspection Unit
The Bridge Inspection Unit is part of the Headquarters Bridge Section where driven, passionate bridge enthusiastic individuals are responsible for procedure development and implementation to ensure a safe bridge for public use in conformance with the Federal Highway Administration (FHWA) National Bridge Inspection Standards (NBIS). When you choose to join the team, you will not only be a member of a robust in-house bridge inspection team you will be actively engaged in the performance/support of safety inspections and in the implementation of the bridge inspection policies and procedures.
About the Bridge Inspection Team
The Bridge Inspection Unit is overseen by the State Bridge Inspection Engineer who has the overall responsibility of supervising and management of operations to support the MassDOT bridge inspection program and ensure compliance with the NBIS. Assisting in these efforts are Area Bridge Inspection Engineers who are assigned to Districts and perform a quality assurance role that ensures District Bridge Inspection Units are performing inspections at an acceptable level establish in our bridge inspection procedures. In addition, the Underwater Operations Engineer oversees that dive inspections are programmed and performed safely and at an acceptable established level of quality. Engineers and Coordinators program support services that including, consultant inspections and bridge load ratings, equipment purchases including ladders, hand tools, waders, vans, bucket trucks, access rental equipment, scuba supplies, boat, and vehicle maintenance, vendor management and invoicing. Duties and Responsibilities
Oversees the procurement of bridge inspection and load rating contracts including consultant and various vendors.Serves as project/contract manager on bridge inspection, bridge load rating, and bridge scour appraisal contracts.Assists the Bridge Inspection Engineer with scope development and implementation of assignments on consultant contracts for bridge inspection, bridge load rating, bridge scour appraisal, and other special assignment tasks as needed.Assists the Bridge Inspection Engineer with review of proposals and addendum requests for contracted consultant services on bridge inspection, bridge load rating, bridge scour appraisal, and other special assignment tasks.Prepares necessary correspondence during the administration of consultant bridge inspection, bridge load rating, and bridge scour appraisal.Monitors consultants' performance on assignments for timeliness and quality of submissions. Recommends payment approval for assigned work based the actual progress of work documented in invoice submissions.Maintains accurate records within the 4D Bridge Inspection Management System (BIMS) relating to approved proposals including hours, limiting fees, direct expenses as well as the expenditure of funds for bridge inspection, bridge load rating, and bridge scour appraisal assignments and overall contract totals.Provides training, guidance and mentoring to engineers of lower grades in the practice of bridge inspection and rating and the use of AASHTO specifications, FHWA regulations and manuals, and MassDOT standards.Reviews the performance of subordinates in immediate reporting relationships by adhering to the guidelines of the Employee Performance Review system (EPRS) to ensure increased communications and successful implementation of the system.Preferred Qualifications
Knowledge of procurement regulations.Working knowledge of Microsoft Excel, Access, PowerPoint, Word, and other office applications.Knowledge of state procedures governing the purchasing and requisitioning of supplies and equipment.Knowledge of state accounting and budgetary procedures including terminology.This position is eligible for a five thousand dollar ($5,000) signing bonus (“Signing Bonus”) if you are newly hired to the Unit E collective bargaining unit at MassDOT. The Signing Bonus will be paid in two parts: 1) $3,000 (less applicable taxes) included in the employee’s first paycheck. 2) $2,000 (less applicable taxes) after the successful completion of the employee’s probationary period. Only candidates external to the Massachusetts Department of Transportation are eligible for the sign-on bonus.
