The incumbent will work closely with the Financial Administrator, the Health Officer, division directors, and program managers of the Florida Department of Health in Lee County. This Position works under limited supervision, and independent judgment, as well as the ability to review and analyze detailed budget and financial reporting systems and organizational operations. This position is based at Lee County and reports to the Finance & Accounting Administrator – SES. Works closely with Level 4 (L4) program managers and leadership staff to prepare the DOH-Lee Annual Budget utilizing the Finance and Information Resource System (FIRS) Budget Module. Coordinate and conducts FIRS budget and report training for L4 managers at least annually. Review and makes recommendations relating to budget requests submitted by managers and/or Division Directors. Assisting with development of yearly budgets, budgets for special projects, programs, or grants. Prepare and review estimated revenues (TR20) and allotments (TR21) uploads from the Budget Module. Update budgets in the FIRS budget module. Review L4 budgets monthly basis, with special attention to quarterly reviews, to track budget changes in revenues and expenditures. Meet and review budget changes with the Finance & Accounting Administrator - SES on a weekly basis. Reviews monthly spending, coordinate reporting with L4 program managers and align yearly plans for current and subsequent fiscal years as requested. Discuss on a quarterly basis significant budget variance with the Finance & Accounting Administrator - SES and suggest corrective action plan. Ensure spending plan is updated in FIRS by the 8th of the month following the end of the quarter. Prepare monthly budget reports. Monitor programmatic financial reports, due on the first week of the following month, and share results with L4 Managers. Meet with program L4 Managers to review the status of their budgets and completeness of assigned requests before the next month report is due. Monitor the Contract Management (CONMAN) reports monthly, no later than the 15th of the following month and review variance reports with L4 program managers. Back-up for preparation of the Annual Medicaid Cost Based Reimbursement Report in accordance with form and content requirements. Back-up and assist with maintaining DOH-Lee depreciation schedule per the state’s Depreciation guidelines. Prepare the Annual CORE Contract between the State of Florida and the Charlotte County Board of County Commissioners. Submit the completed contract to the Financial Administrator for review and approval prior to submission to the Board of County Commissioners. Coordinates the preparation of the quarterly variance report and memorandums for DOH-Lee and Bureau of Budget Management as required by the CORE Contract. Prepare and submit CORE Contract amendments as required in a timely and accurate manner. Responsible for the coordination of creating and validating Organization Codes (ORG Codes), Other Cost Accumulator (OCA) and Expansion Option (EO) codes and providing internal worksheets for fiscal staff and Division Directors to assist in the accurate recording of accounting transactions and analysis of monthly reports. Monitor the OCA Cash Balance report in FIRS ensuring balances are accurate. Ensure that the balance of Schedule C federal OCAs are zero at the end of the grant period, within 55 days of the end grant period. Ensure by June 30, State General Revenue and other categorical revenues have no negative cash balances and prepare code sheets for corrections (TR58 or TR96) as needed. Responsible for updating Payroll Reallocation in FIRS. Review employee EAR/DAR (Employee Activity Records/Daily Activity Report) biweekly or as needed. Responsible for creating or updating the FIRS Payroll Reallocation sets each new year. Conducts budget training and provides guidance to budget managers and their designated budget staff. Reviews all expense requisitions submitted by budget manager to ensure there is enough budget authority and the budget line item exists in the FIRS budget module before routing requisitions to the purchasing office. Always maintains confidential information in a secure manner. Cross trains in other sections of the FDOH - Lee. Attends and participates at meetings and training as requested by supervisor. Performs other duties as assigned.
