The primary purpose of this position is to serve as a budget analyst for the Air Force Institute of Technology's (AFIT) Office of Research and Outreach (CZ) post-award team, performing a variety of budget functions involving the formulation, execution, and/or analysis of budgets for research programs and activities. Responsibilities Performs sponsored research budget formulation work involving preparation of detailed analyses of annual and/or multi-year budget estimates for sponsor organizations into a research proposal. Performs budget execution and administration work involving the monitoring of obligations incurred and the actual expenditures of multiple research budgets. Provides advice, assistance, and guidance on budgeting and related information. Conducts analyses, reviews, and special studies of budget and/or related information. Serves as the point of contact on the use of budget automated data management systems. Requirements Conditions of Employment Qualifications Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Group Coverage Qualification Standard for Administrative and Management Positions. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience include applying knowledge of budgetary methods, practices and reviewing the financial status of individuals or organizations. Analyzing budgetary relationships and developing recommendations for budgetary actions (e.g., requesting allotments or reprogramming funds among object classes) under conditions of time pressure and uncertainty due to short and rapidly changing program and budgetary deadlines and objectives. OR EDUCATION: a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M., from an accredited college or university in a field directly related to the position that has provided the knowledge, skills and abilities to perform the duties of this position. OR COMBINATION OF EXPERIENCE AND EDUCATION: a combination of specialized experience and graduate level education in a field directly related to the position that has provided the knowledge, skills and abilities to perform the duties of this position. Only graduate level experience in excess of one year may be used to qualify based on a combination of education and experience. Note: You must submit a copy of official transcripts. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of commonly used budgetary methods, practices, procedures, regulations, policies, and processes to formulate, justify, and execute the budget for assigned budget accounts. 2. Knowledge of missions, functions, goals, objectives, work processes, and sources of funding pertinent to installation programs/organizations. 3. Knowledge of budget information systems technology and automated data processing concepts and applications to maintain or manipulate budget computer applications and systems, perform quality check of budget systems, and make recommendations on process improvements that will optimize system utilization. 4. Skill in the application of methods and techniques to analyze and evaluate the effects of changes in program plans and funding. 5. Ability to communicate effectively, both orally and in writing, to justify, defend, present, and/or advise on budgetary processes/actions. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
