Budget Analyst
Summary Plays a key role in the distribution of over $70 billion annually for our Nation’s highways and bridges. This position is in the Office of Budget at the Federal Highway Administration (FHWA). The employee performs a wide range of analytical, technical, and administrative duties including distribution of highway funding and obligation limitation; providing technical assistance to stakeholders; authorization of Federal-aid Highways programs; and formulation of the annual President’s Budget. Responsibilities As a Budget Analyst, you will: Be responsible for complex funding calculations, including apportionments (distribution by formula) of contract authority to States, distribution of obligation limitation to States and FHWA programs, and other related funding calculations, as well as preparing legal notices and other documentation of such funding distributions. Work on developing the annual President’s Budget submission to Congress, participating in all stages of the budget formulation and justification process. Monitor and analyze legislative actions affecting funding distributions and implement funding and obligation limitation-related provisions of enacted legislation, including appropriations acts, authorization acts, and other laws. Provide technical and policy assistance, advice, and accurate calculation runs in support of legislative activities, including authorization/reauthorization, appropriations, and other highway funding bills. Undertake analyses/assessments of matters with budgetary, funding, and/or policy implications for FHWA programs and activities. The ideal candidate for this position is a motivated professional with experience performing a wide variety of assignments involving complex funding calculations, providing technical assistance, implementing budgetary provisions of enacted legislation, and budget formulation. TIME-IN-GRADE: Federal applicants must have served 52 weeks at the next lower grade in the competitive or excepted service in the executive branch to satisfy time-in-grade restrictions contained in 5 CFR 300, Subpart F. Qualifications To meet the minimum qualifications for this position, you must meet either the education or specialized experience requirements. To qualify for the GS-11 on Experience, you must have at least one year of experience equal or equivalent to the GS-09 it must include: Experience with the budget process, including budget formulation and determining funding distributions and/or allocations. To qualify for the GS-11 on Education alone, you must have: 3 years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree. You can also qualify based on a combination of higher level graduate education and experience. This must be fully supported by your resume and transcripts, provided with your application. To qualify for the GS-12 on Experience, you must have at least one year of experience equal or equivalent to the GS-11 it must include: Experience with the budget process, including budget formulation, determining funding distributions and/or allocations, and communicating with stakeholders on funding matters. You cannot qualify on education at the GS-12 level; you must have experience. To qualify for the GS-13 on Experience, you must have at least one year of experience equal or equivalent to the GS-12 it must include: Experience with the budget process, including budget formulation and the determination of funding distributions and/or allocations, communicating with stakeholders on funding matters, and application of appropriations and/or authorizing legislation. You cannot qualify on education at the GS-12 level; you must have experience.
