Budget Analyst
Summary The position is located within the Research Service at the Department of Veterans Affairs, Edward Hines, Jr. Hospital. The Hines/North Chicago Research Program is one of the largest and most comprehensive in the VA health care system. The incumbent is responsible for the independent management of the budget for various Research Programs. Responsibilities Assists with analyzing and validating funding received and participates in the development of formulas or approaches for distribution of the hospital research budgets. Provides technical assistance to all research centers and personnel for established policies, regulations, procedures and changes in the preparation of their budget requests. Establishes cost criteria for use in comparing budget estimates; consolidates estimates submitted by department officials and review for validity and compliance. Provides technical assistance and analysis to the assistant finance officer as requested for recurring and one-time reports. Distributes approved annual budget ceilings for all programs by quarter; estimates and monitors annual obligation data, and employment by cost center an sub-account. Prepares salary projections, monitors FTEE projections, and reports actual performance compared to budget. Maintains records of funding, obligations, and expenditures for assigned special programs. Provides management with independent analysis of funds and periodic financial projections. Makes timely recommendations to the management and operating officials concerning budgetary limitation, deficiencies, controls, and changes. Responsible for preparation and publication of biweekly, monthly, quarterly, annual, and special budgetary reports as requested. Prepares necessary directives and instructional material for planning, preparation, execution, and control of the hospital's research budget program. Implements local policies and reporting systems, interprets new or changed guidelines, and applies them to budget, funding, and special controls. Qualifications To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/31/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You may qualify based on your experience and/or education as described below: GS-11 Grade Requirements: Experience: Applicants must have at least one year of specialized experience equivalent to at least the GS-09 level which provided the knowledge, skills, and abilities to successfully perform the duties of the Budget Analyst. Specialized experience includes but is not limited to: Experience with budgetary methods, practices, procedures, regulations, precedents, and policies which apply to assigned organizations and programs. Experience analyzing budgetary relationships and developing recommendations for budgetary actions. Experience evaluating the effects of continuing changes in program plans and funding on the accomplishment of the budget and program milestones. Experience with automated data processing concepts and system capabilities to accomplish budget functions. OR Education: Applicants may substitute education for the experience required for the GS-11 level which is a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree, which demonstrates the knowledge, skills, and abilities necessary to do the work of this position. (TRANSCRIPTS REQUIRED) OR Combination: Applicants may also combine education and experience to qualify at this level. You must have a combination of specialized experience and higher level graduate education as described above.
