The primary purpose of this position, BUDGET ANALYST, NH-0560-02 potential NH-0560-03, is to serve as budget analyst under the direction of the Resources Branch Chief for civil engineering group/divisions. Duty Title: Budget and Resource Analyst Responsibilities Interpret and respond to budget calls and other requests for financial planning information. Perform budget execution and work involving the monitoring of obligations incurred and the actual expenditures of a budget with different sources and types of funding. Provide advice, assistance and guidance on budgeting and related information. Perform analyses, reviews, and special studies of budget and/or related information such as utility sales agreements, service contract levels of service, emergency response and facility infrastructure. Conduct budget-related training for functional organization and/or program managers in assigned organizations. Requirements Conditions of Employment Qualifications Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. TARGETED POSITIONS: This position is a developmental (NH-02 Target NH-03) position. This position may be filled at any grade level. Individual selected may be promoted without further competition, upon meeting all legal and regulatory requirements. Starting salary indicated on this vacancy announcement is for the (NH-02). Attainment of knowledge, skills, and abilities is required before promotion to the next higher grade and is dependent on demonstrated ability to perform the duties of the next higher grade level, meeting all regulatory requirements, and recommendation for promotion by the supervisor. NH-02 SPECIALIZED EXPERIENCE: Applicants must have at least 1 year (52 weeks) of specialized experience which is equivalent to Federal experience at the next lower grade (GS-04), level, pay band (NH-01), or equivalent (pay schedule, pay band, etc). Specialized experience is described as: using budgetary methods, practices, procedures, regulations, policies, and processes to formulate, justify, and execute assigned budget in support of the mission, structure, goals, work processes, and programs of assigned activities/organizations; knowledge of automated data processing software programs and capabilities used to accomplish budget/funding tasks; skilled in gathering, assembling, and analyzing source of factual information, such as that found in accounting reports, payroll records, work reports, or inventory and supply data. OR EDUCATION: Applicant has successfully completed a 4-year course of study leading to a bachelor's degree. NOTE: You must submit a copy of your transcripts. OR COMBINATION OF EXPERIENCE AND EDUCATION: Applicant has equivalent combinations of successfully completed education and specialized experience directly related to the work of the position as outlined above that meets the requirements of the position. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible. One year at the NH-01 level is required to meet the time-in-grade requirements for the NH-02 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. NH-03 SPECIALIZED EXPERIENCE: Applicants must have at least 1 year (52 weeks) of specialized experience which is equivalent to Federal experience at the next lower grade (GS-11), level, pay band (NH-02), or equivalent (pay schedule, pay band, etc). Specialized experience is described as: using knowledge of a wide range of qualitative and/or quantitative methods for the assessment and improvement of plans and programs for conducting organizational operations; conducted comprehensive studies and prepared solutions to complex, mult-appropriations budget formulation and execution problems; planned, organized, and led others in studies or projects to negotiate effectively with management to accept and implement recommendations, where proposals involve substantial resources, and require extensive changes in established concepts and procedures. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of a wide range of qualitative and/or quantitative methods for the assessment and improvement of command- and regulatory-driven plans and programs for conducting civil engineering operations. Skill in applying analytical and evaluative methods and techniques relevant to Civil Engineering fiscal support. Skill in conducting comprehensive studies and preparing solutions to complex, multi-appropriations budget formulation and execution problems. Ability to plan, organize, and lead others in studies or projects and to negotiate effectively with management to accept and implement recommendations, where proposals involve substantial resources, and require extensive changes in established concepts and procedures. Ability to communicate effectively, both orally and in writing; negotiate complex issues; and maintain good working relationships.
