Budget Analyst
Summary This position is located in the Office of the Executive Director, Bureau of Global Health Security and Diplomacy (GHSD/EX). You will serve as a senior Budget Analyst reporting to the Executive Director and be responsible for the budget formulation, presentation, and execution of resources for GHSD’s operational funds, consisting primarily of $3.8 million in diplomatic engagement funding. Responsibilities Serves as the organizational authority and technical expert for all methods and phases of budgeting in support of assigned appropriations, bureau(s), or major bureau components or programs. Formulates budget estimates and cost-benefit analyses for programs, projects, activities, and personnel and other resources needed to administer programs. Reviews, analyzes, consolidates, and revises GHSD budget execution plans, recommends, and makes changes from prior funding levels and conducts periodic reviews to develop recommendations that identify funding requirements. Formulates recommendations and strategies for presentation to management and executes approved recommendations in consideration of program priorities established by senior leadership and the political environment in which the programs are executed. Requirements Conditions of Employment Qualifications Applicants must meet all the required qualification requirements described below by the closing date of this announcement. NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement. Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F. Applicants must have 1 year of specialized experience equivalent to the GS-13 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following: Experience managing the formulation, justification, and evaluation of a budget in accordance with U.S. Government federal guidelines. Experience planning and implementing annual and multi-year budgeting for an organization or major program. Experience justifying and defending budget requests, fiscal management decisions, and negotiating an organization’s resource requirements with internal and external stakeholders. Experience monitoring procurement activities. There is no substitute of education for specialized experience for the GS-14 position.
