Primary Focus:

The Budget Analyst is a critical role responsible for managing and analyzing budgetary operations within a Department of Defense (DoD) or government environment. The analyst will work with large, complex budgets, often exceeding $50 million, and must demonstrate expertise in both Army and Joint budget management, ensuring compliance and accuracy in budget execution. Additionally, the role involves budget reporting through the General Funds Enterprise Business System (GFEBS) and managing funds for exercises across Army and Joint environments. This position offers the opportunity to work independently, contributing valuable financial data and options that inform strategic decisions and enhance operational effectiveness. This position performs all duties and responsibilities in accordance with the Mission, Vision, and Core Values of Cayuse.

Responsibilities Create Program Objective Memorandums (POMs) and develop organizational spend plansUtilize Microsoft Power Platforms, particularly Power BI and Apps, for data analysis and reportingConduct detailed budget analysis and provide data-informed options to senior leadersTrack and report current budget execution in a clear, accessible formatReport budget execution through the General Funds Enterprise Business System (GFEBS)Manage Army and Joint funds, including budget allocations for exercises and operational activitiesEnsure adherence to budgetary regulations and guidelinesOversee and analyze budget operations for complex DoD financial activitiesWork with large, complex budgets, ensuring compliance and accuracy in budget executionOther duties as assigned Qualifications

Minimum Qualifications:

Minimum of 5 years in a DoD or government budget role with a focus on large, complex budgetsBachelor’s degree in a related field (or 6 years of relevant work experience as a substitute)Certification in defense financial management, such as Certified Defense Financial Manager (CDFM) and DoD Financial Management Certification Level II/IIIExperience with both Army and Joint budgets, handling large-scale budgets exceeding $50 millionPossess or be able to successfully obtain and maintain Secret clearance levelMust be able to pass a background check. May require additional background checks as required by projects and/or clients at any time during employment

Preferred Qualifications:

Completion of Joint Professional Military Education Phase I or II

Minimum Skills:

Proficient in financial management systems and tools; GFEBS, Microsoft Power BI, and Power AppsMust possess problem-solving skillsExceptional communication skills, both oral and writtenAbility to respond effectively to customers with a sense of urgencyProficient in Microsoft and Adobe toolsets, including Excel, Word, PowerPoint, Acrobat, etc.Highly motivated with the ability to handle and manage multiple tasks at any one timeAbility to forge new relationships, individual and teaming in natureMust be a Self-starter, that can work independently and as part of a team
