Summary About the Position: The incumbent works under the Supervision of the Chief, Budget, Manpower, & Management Branch. Responsible for assisting in formulation, analysis and execution of the Command Operating Budget (COB) as prescribed by ER 37-1-24, operating Budgets (24 Feb 86); Civil Budget Supporting Data - Civil Works Appropriations, (ER 37-2-15, 15 Jan 83). Responsibilities Review and analyzes estimates received, compares with previous years' expenses, current workloads, and projected work placement. Review supporting data furnished with individual budget submissions and coordinates with organizational elements to correct or amplify discrepancies or omissions. Coordinate training meetings to address district-wide training issues such as leadership development, long-term training and skill imbalances. Serve as the District representative on the Regional Training Committee and coordinates required training materials for the District. Work closely with Budget Officer and staff in preparing the annual training plan and organizational and district training budgets. Monitor the execution of the Districts approved COB to assure funds are properly allocated and are being spent in a timely and effective manner in support of authorized management objectives. Perform in-depth, rigorous analysis of budget requests by employing techniques such as cost-benefit analysis, program trade-offs and exploring alternative methods of funding. Prepare a variety of reports covering the status of funds, expenses, and obligations, as required. Coordinate with and assists individual operating elements as required. Identify options for maximizing cost effectiveness in accomplishing training goals. Specialized Experience: One year of specialized experience which includes: 1) Perform budget formulation work involving preparation of detailed analyses of annual and/or multi-year budget estimates for assigned organizations/programs into a consolidated budget request. 2.) Assemble and/or develop background data, information, and documentation to support emergency management budgets at Division and Headquarters levels. 3.) Research, compile, and summarize data involving obligations, expenses, and object class/line-item information, narrative information, and quantitative budgetary data for use in preparing budget estimates. 4. Perform budget execution and administration work involving the monitoring of obligations incurred and the actual expenditures of a budget with different sources and types of funding, such as direct annual, multi-year, and no-year appropriations. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-09). OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. Education FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
