Summary This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Financial Management to recruit and appoint qualified candidates to positions in the competitive service. About the Position: This position serves as Budget Analyst in the Budget, Manpower, and Management Branch performing a wide range of administrative and analytical duties in the formulation, presentation, and execution of the District's portion of the Regional budget. Responsibilities Develops plans, procedures, and instructions for formulation and execution of the operating budget. The operating budget includes all personnel, travel, and other associated operating costs for the technical and administrative offices. Provides advice and assistance in the development of budget requests and supporting documentation. Reviews, analyzes, and edits budget requests for conformance with instructions and to reconcile estimates with approved program guidance and anticipated changes in administrative programs and/or staffing levels. Exercises budget controls through review and approval of the obligation and expenditure of funds for management and administrative purposes. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: one year of specialized experience equivalent to the GS-11 grade level in the Federal service which includes 1) Experience managing and/or monitoring the execution of the organizational budget program, 2) Experience providing technical budgetary, financial, manpower, or management analysis advice to upper level management, 3) Experience managing an annual budget or other programs 4) Experience utilizing complex accounting principles and techniques, or 5) Experience utilizing a variety of complex accounting systems and related documents in order to analyze data pertaining to budgets. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. Education FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
