Summary This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for DoD to recruit and appoint qualified candidates to positions in the competitive service. About the Position: Serve as a Budget Analyst for the United States Army Nuclear and Countering Weapons of Mass Destruction Agency (USANCA) Responsibilities Planning, formulating, coordinating and executing the OA-22 funded Operating and Maintenance Army (OMA) budget. Exercising Director-delegated administrative control of funds, of USANCA's management decision package (MDEP). Preparing and executing USANCA's annual operating budget using the General Funds Enterprise Business System (GFEBS). Maintain real-time budgetary accountability of all organizational expenditures and transactions. Develop, formulate, and implement budgetary policies and controls for the acquisition, allocation, distribution, obligation, and expenditure of funds in approved operating budgets. Ensuring the administrative control of funds to preclude any violations of statutory or administrative limitations. Responsible for the activation and deactivation of government travel cards for all assigned personnel. Ensure that all funded travel is conducted in accordance with the Joint Travel Regulation, USANCA SOP, and installation guidance. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of specialized experience which includes preparing and executing the annual operating budget using an automated financial system such as, General Funds Enterprise Business System (GFEBS); implementing budgetary policies; maintaining real time budgetary accountability of all organizational expenditures and transactions. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. Education Additional Information Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration. You will be required to provide proof of U.S. Citizenship. One year trial/probationary period may be required. Direct Deposit of Pay is required. Incumbent of this position is required to comply with all Department of Defense and Department of the Army requirements of this certification program.
