Summary About the Position: The incumbent will serve as a senior budget analyst (lead, supervisory duties less than 25%) with responsibility for oversight of cost methodology and implementation of DoD policy associated with pricing Security Cooperation Workforce (SCW) managed training for International Military Student (IMS) tuition. Responsibilities This list is not all-inclusive: Provide policy/price info for IMS for Foreign Military Sales, Int'l Mil Ed and and Trng, Int'l Narcotics Control and Law Enfrcmnt, Counter-Narcotics Prog, Combating Terrorism Fellowship Prog and the NATO training conducted by DoD. Analyzes and applies regulatory material and initiates, coordinates and tests system change requests and new releases affecting Security Cooperation International Military Student (IMS) tuition pricing. Advises management concerning pricing systems, data and provides information relative to pricing system operations. Advise customer country representatives or training activity resource and training personnel of pricing policies and their effect on the international partner or school resources. Performs lead work such as: plan work to be accomplished, set and adjust priorities, assign and evaluate work, and identify developmental and training needs of employees. Specialized experience: One year of specialized experience which includes: 1) developing tuition cost methodology utilizing such systems as the planning, programming, budgeting, and execution system (PPBES); 2) prepare a variety of reports covering the status of funds, obligation, and expenses; AND 3) advise on budget policy. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12). For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. You will be evaluated on the basis of your level of competency in the following areas: Budget Execution Financial Management Analysis Oral Communication Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12). NOTE: Applicants must meet all Time-in-Grade requirements and experience requirements by the closing date of the announcement. Selection is subject to restrictions resulting from Department of Defense referral system for displaced employees. Salary includes applicable locality pay or Local Market Supplement. Term Appointment NTE - Position may be filled as a Term Appointment NTE 2 years. Term appointments may be extended beyond of six (6) years, up to eight (8) years. With DoD approval, Term appointments may be extended beyond eight (8) years. Payment of Permanent Change of Station (PCS) costs is not authorized, based on a determination that a PCS move is not in the Government interest. Current permanent Federal employees (to include permanent Army employees) applying for a TERM appointment will be appointed/converted into a TERM appointment with NO statutory return rights back to a permanent position. No incentives are being offered for this position based on a determination they are not in the Government interest. This is an obligated position under 10 U.S.C 1586. An "obligated" position is one to which an employee has statutory restoration rights based on active military service, compensable injury or disability when fully recovered, or return rights based on having served an overseas tour(s). Obligated positions may also cover employees who have been on extended leave without pay under certain circumstances. This position is eligible for situational telework only, including emergency and OPM prescribed "unscheduled" telework.
