The primary purpose of this position, BUDGET ANALYST, NH-0560-2 potential NH-0560-3, is to perform day-to-day control and management involving the formulation, execution, and/or analysis of the organization's budget and funding requirements. Duty Title: Budget Analyst Responsibilities - Serve as the functional point of contact for day-to-day budget/financial issues. - Perform budget formulation work involving review and preparation of budget estimates and financial plans. - Perform budget execution and administration work involving the monitoring of obligations incurred and the actual expenditures of funds. - Provide advice, assistance, and guidance on budgeting and related information and conduct analyses, reviews and special studies of budget and/or related information. - Use budgetary and other automated system(s) and computer-generated products in accomplishing budgeting/funding assignments. Requirements Conditions of Employment Qualifications Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. TARGETED POSITIONS: This position is a developmental (NH-02 Target NH-03) position. This position will be filled at the entry level grade. Individual selected may be promoted without further competition, upon meeting all legal and regulatory requirements. Starting salary indicated on this vacancy announcement is for the NH-02. Attainment of knowledge, skills, and abilities is required before promotion to the next higher grade and is dependent on demonstrated ability to perform the duties of the next higher grade level, meeting all regulatory requirements, and recommendation for promotion by the supervisor. Promotion is neither implied nor guaranteed. NH-02 POTENTIAL NH-03 GENERAL EXPERIENCE: Applicants must have at least 3 year of general experience 1 year of which is equivalent to Federal experience at the next lower grade (GS-04), level, pay band (NH-01), or equivalent (pay schedule, pay band, etc.). General experience is described as: using budgetary methods, practices, procedures, regulations, policies, and processes to formulate, justify, and execute assigned budget in support of the mission, structure, goals, work processes, and programs of assigned activities/organizations; knowledge of automated data processing software programs and capabilities used to accomplish budget/funding tasks; skilled in gathering, assembling, and analyzing source of factual information, such as that found in accounting reports, payroll records, work reports, or inventory and supply data. OR EDUCATION: Applicant has successfully completed a 4-year course of study leading to a bachelor's degree. NOTE: You must submit a copy of your transcripts. OR COMBINATION OF EXPERIENCE AND EDUCATION: Applicant has equivalent combinations of successfully completed education and specialized experience directly related to the work of the position as outlined above that meets the requirements of the position. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of commonly used budgetary methods, practices, procedures, regulations, policies, and processes to formulate, justify, and execute assigned budget in support of the mission, structure, goals, work processes, and programs of assigned activities/organizations. 2. Knowledge of automated data processing software programs and capabilities used to accomplish budget/funding tasks. 3. Skill in gathering, assembling, and analyzing source of factual information, such as that found in accounting reports, payroll records, work reports, or inventory and supply data. 4. Skill in preparing written forms, schedules, and reports related to the obligation and expenditures of funds. 5. Ability to make oral presentations on the budget and conduct budget-related training to a variety of audiences. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. PHYSICAL EFFORT: The work is primarily sedentary. Some walking and standing may occur in the course of a normal workday in connection with travel to and from meetings and conferences. May carry light items, such as reports, data products, and notebooks. No special physical ability is required. WORKING CONDITIONS: Work is performed in adequately lighted, heated and ventilated office setting and includes as array of risks and discomforts normally found in offices and conference rooms.
