Please see "Additional Information" section below for further details. Responsibilities Review budget estimates submitted by program managers for compliance with rules, regulations, and procedures. Analyze budgetary regulations and/or policies in order to determine the overall impact on the organization. Ensure managers maintain adequate funding levels and controls throughout the year, establish audit trails, generates reports and/or budget updates. Utilize automated financial program systems such as General Funds Enterprise Business System (GFEBS) to accomplish assigned budgetary work. Develop written instructions detailing the preparation of budget estimates and reports. OR, Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: accounting, finance, business, statistics or management. OR, Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. Additional Information Position may be filled as a time-limited promotion, reassignment or change to lower grade not to exceed (13 months) by a current permanent Army employee.
