Budget Analyst
Summary About the Position: This position is with the HQ, US Army Corps of Engineers, Directorate of Military Programs, Interagency/International Services Community of Practice and will be filled on a permanent basis. Responsibilities Serves as a Senior Budget Analyst assigned to the Interagency and International Services Branch for managing all phases of agency- level, multi-year programming and budgeting processes. Reviews budgetary actions for validity, ensures compliance with correct documentation and funds are being utilized to meet organizational mission goals. Ensures that all phases of the budgetary/programmatic process are accomplished in accordance with governmental law, and regulations, to include Congressional mandates. Provides expert analytic support to the presentation, explanation, justification, and defense of program-budget requirements. Prepares detailed information and provides briefings as appropriate to prepare agency officials to participate in informal Department and Administration budget hearings during Budget Reviews. Provides expert advice to USACE-RM, USACE Comptroller, management officials and staff, and other financial management staff, with respect to program- budget matters and complex budget issues. Specialized Experience: To qualify, applicants must possess one year of specialized experience equivalent to at least the GS-14 Grade Level. Specialized experience is defined as: 1) Assisting with formulating budgetary policy and instructions to support the organization's mission and functions; 2) Consolidating budget submission data and justifications to support complex current and multi-year budgetary requirements; AND 3) Assisting with resolving or recommending solutions to budgetary involving a very large number of appropriations and funding mechanisms. You will be evaluated on the basis of your level of competency in the following areas: Budget Administration Budget Formulation, Justification & Presentation Concepts, Policies and Principles of Budget Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-13). Education Some Federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the Specialized Experience requirement--no substitution of education for specialized experience is permitted. Additional Information Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration. You will be required to provide proof of U.S. Citizenship. One year trial/probationary period may be required. Direct deposit of pay is required.
