BUDGET ANALYST (MANPOWER EXECUTION)
Summary THIS IS A NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITION. This National Guard position is for a BUDGET ANALYST (MANPOWER EXECUTION), Position Description Number T5929000 and is part of the HI JFHQ ARMY, National Guard. LOCATION: Joint Force Headquarters - Human Resource Office, Hawaii National Guard (HING), Honolulu, Hawaii Responsibilities SUMMARY OF DUTIES: The purpose of this position is to perform position management duties for manpower and force management analysis including requirement determination, organization and force structure distribution, manpower programming, budgeting, allocation, and documentation processes for assigned directorates and functions. Serves as an advisor for full-time resource allocation, execution, and management for both Army and Air. Interprets, manages, analyzes, and provides recommendations concerning Manpower allocation guidance based on the state mission and function. Manages the allocation of manpower resources based on state priorities, historical data utilization, and analysis of mission and functions. Reviews and analyzes all military structure within the state and applies manpower allocation and disposition to ensure proper requirements are conveyed to National Guard Bureau (NGB) and allocated on the Army Voucher/Air Unit Manpower Document(s) and in manning distribution according to workload factors contained in various resources, guidelines, and regulations related to manpower requirements. Reviews Military Technician (Mil tech) voucher allocations by Sub Activity Groups (SAGs) based on the NGB's Program Guidance Memorandum to develop an annual obligation plan. Communicates with NGB staff on future projections and unfunded requirements. Performs budget analysis of actual expenditures compared to planned utilization of annual and multi-year budget and/or allotment authority, evaluates fund availability to achieve balance of approved objectives and determines where reprogramming actions may be necessary. Coordinates with other HRO functions to provide proposed organizational structures based on state priorities, management needs, realignments (to include local), force structure changes, appropriate position classifications, and agreement with the basis for the manpower requirements and changes of the organization. Analyzes and determines full-time resource deficits and asymmetry along with the contributing factors. Analyze and advise on policy recommendations, manpower design concepts, current organizational structures, and proposed structural realignments. Performs other duties as assigned. General Experience: To meet basic entry qualification requirements for any GS-0560 position, apply and evaluate the applicant's competencies (Skills, Knowledge, Abilities, and Behaviors), military and civilian experiences, completed private or public education programs, learned skills, obtained knowledge, endorsed abilities, and civilian or military training program accomplishments. The following qualification factors are applicable to the budget analysis positions: Skills in problem solving techniques. Ability to write English in reports and presentation formats. Ability to communicate clearly and effectively. Ability to plan and organize work. Competencies in analysis, research, writing, and judgment typically gained through college education or progressively responsible experiences. Ability to follow established methods and procedures; use practical knowledge of the operations, procedures, and policies of specific program areas or functional assignment. Specialized Experience: 1-year specialized experience, education, or training equivalent to at least the next lower grade level. Must have experience, education, or training of finance budget competencies that provided knowledge of financial principles and procedures. Candidate must have an excellent understanding of the basic principles and concepts of the National Guard financial budget business program requirements. A candidate must have experiences and training that demonstrates the abilities to follow directions, to read, retain, and understand a variety of instructions, regulations, policies, and procedures. Substitution of Education for Specialized Experience: To qualify, the applicant must have a completed undergraduate or graduate education, the college degree education must be in one of, or be a combination of the following required disciplines: accounting, business, finance, economics, industrial management, marketing, quantitative methods, or organizational management. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work. Applicants, who completed a military financial technical school course and were awarded the applicable and compatible military skills, are considered qualified for GS-09 level positions. NOTES TO CANDIDATES: a. Authorization for payment of PCS expenses will be granted only after determination is made that payment is in the best interest of the Hawaii National Guard. b. Final selection will be based upon qualifications, suitability, and available manpower resources. f. This employer will provide the Social Security Administration (SSA) and if necessary, the Department of Homeland Security (DHS) with information from each new employee's Form I-9 to confirm work authorization. g. Financial Suitability - It is the policy of the government not to deny employment simply because an individual has been unemployed or has had financial difficulties that have arisen through no fault of the individual. Information about an individual's employment experience will be used only to determine the person's qualifications and to assess his or her relative level of knowledge, skills, and abilities. Qualified candidates in the second through sixth categories will be referred in order if there are no qualified applicants in the first categorie. i. Security requirements. A technician is subject to the personnel security requirements in accordance with State and NGB Publications. In addition prior to appointment, individuals will undergo a background check to validate suitability for employment with the federal government as permitted by law. Items checked include, education and fiscal accountability/responsibility. IAW 5 CFR 302.203, the following, among others, may be included as disqualifying reasons: - Dismissal from employment for delinquency or misconduct; - Criminal, infamous, dishonest, immoral, or notoriously disgraceful conduct; - Intentional false statement or deception or fraud in examination or appointment; - Habitual use of intoxicating beverages to excess; - Reasonable doubt as to the loyalty of the person involved to the Government of the United States; - Any legal or other disqualification which makes the individual unfit for service; - Lack of United States Citizenship. j. Training/Certification requirements. All applicants for a position with designated developmental training requirements must be informed in advance that failure to complete the required certifications/course(s) will be cause for removal from the position. An example of required developmental training is proponent course(s) at the National Guard Professional Education Center. The HRO will require the applicant to submit a written statement to the effect that they understand they must either satisfactorily complete the appropriate certification/course(s) or corrective action will be taken. k. Eligibles on this list will be given automatic consideration for position vacancies occurring during the six months period following the close of this announcement. l. Cost of living allowances (COLA) vary from island to island. COLA is subject to change without notice. m. This temporary limited appointment may be converted to a non-temporary appointment without further competition. n. If you are selected for this position, you will be eligible for health and life insurance and you will be covered under a retirement system. o. This type of appointment is expected to extend beyond one year, not to exceed 4 years. Separation will be preceded by a 30-day notice when services are no longer needed. p. Title 5 NG employees with permanent tenure will retain permanent tenure if selected. Title 32 Dual Status technicians with permanent tenure selected to T5 will lose permanent tenure if selected. q. Selectee informed in advance of the reasons for and conditions of this temporary promotion may return to his/her former grade when temporary action is no longer needed and may be effected at any time without adverse action procedures. r. Temporary promotion may be extended for an additional two years, not-to-exceed four year, with National Guard Bureau approval. s. Should the need for temporary time limitations placed on this position no longer exist, the Temporary Promotion may be converted to a permanent action without further competition. Education CONDITIONS OF EMPLOYMENT & NOTES: 1. Must be able to obtain and maintain the appropriate clearance designated at the State through the use of the Position Designation Tool. 2. Irregular and/or overtime (compensatory) hours may be required to support operational requirements or contingencies or may be required to work hours outside of the normal duty day. 4. May require travel in military and/or commercial aircraft to perform temporary duty assignments. 5. The work may require the incumbent to drive a motor vehicle; if so, and an appropriate valid driver's license is mandatory. 6. This position is designated as Essential Personnel and may be subject to duty in preparation for, or in response to, a state emergency or disaster declaration. Head of Agency requests to exceed 14 days in a calendar year must be approved in advance by the National Guard, Director of Manpower and Personnel (NGB-J1). Other Requirements: For positions requiring the operation of motor vehicles, candidates must have a valid state driver's license for the state in which they live or are principally employed. For positions requiring a security clearance (Secret or Top Secret) the applicant must possess or be able to obtain a clearance within one year of appointment.
