BUDGET ANALYST (TITLE 32)
Summary THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION. This National Guard position is for a BUDGET ANALYST (TITLE 32), Position Description Number D2656000 and is part of the IL MTA, National Guard. Responsibilities As a BUDGET ANALYST (TITLE 32),GS-0560-9, you will serve as a financial advisor to the Base Operations Manager, providing technical assistance concerning the overall fiscal management program including preplanning, budgeting, programming, funds allocation, procurement, commercial accounts management, payrolls, accounting, internal controls, auditing, and reporting. Major Duties - This is NOT an all-inclusive list: Perform analytical research of financial data to plan, formulate, program, and execute annual operating budgets for the Training Center. Evaluate and validate budget proposals submitted by separate directorates, offices, and other Training Center activities. Assist with developing and implement training site policies, procedures, guidelines and regulations pertaining to fiscal management, budgeting, funding, procurement, payroll, accounting, reporting, internal survey and audit at training site. Certify funds and coordinate the receipt of funding documentation from multiple sources (may include Non-Appropriated Funds, NAF). Responsible for the budgetary planning and programming timetables for new and modified programs, deployments, mobilizations, exercises, and training events. Perform monthly analysis of financed and obligated orders to forecast expenses and provide a narrative explanation of the causes of any variants between the actual and budgeted training objectives. Responsible for the presentation of various reports to the Funds advisory Council. Perform budget transactions involving general ledgers with several subsidiary ledgers for personnel, operations and maintenance, revolving funds, and state or federal appropriated and non-appropriated fund activities. Ensure that automated accounting is accomplished in accordance with generally accepted accounting principles (GAAP) or other applicable guidelines. Review transactions based upon the interpretation of laws, regulations, and policy. Responsible for strict compliance with regulations that govern the expenditure of federal and state funds applicable to procurement and accounting under automated accounting systems. Requirements Conditions of Employment NATIONAL GUARD MEMBERSHIP IS REQUIRED. This is an excepted service position that requires membership in a compatible military assignment in the employing state's National Guard, required prior to the effective date of placement. Selectee will be required to wear the military uniform. Acceptance of an excepted service position constitutes concurrence with these requirements as a condition of employment. Applicants who are not currently a member of the National Guard must be eligible for immediate membership and employment in the National Guard in the military grade listed in this announcement. Males born after 31 December 1959 must be registered for Selective Service. Federal employment suitability as determined by a background investigation. May be required to successfully complete a probationary period. This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position. This is a Financial Management Level 2 Certified position IAW the National Defense Authorization Act (NDAA) 2012, 112-81, Subtitle F-Financial Management, Section 1599d. Incumbent shall comply with the requirements of this certification program. May be required to work overtime. Participation in direct deposit is mandatory. Qualifications AREA OF CONSIDERATION: The areas of consideration for this position, Title 32 Excepted Service (32 U.S. Code ยง 709), will be in the following manner and sequence: The FIRST area of consideration for this position will be all excepted permanent and indefinite temporary technicians within the ILNG. The SECOND area of consideration will be all current Federal Employees. The THIRD area of consideration will be all Federal re-employment eligible. The FOURTH area of consideration will be applicants willing to become T32 Dual Status Technicians and gain ILNG membership. The FIFTH area of consideration will U.S. Citizens. Military Grades: Warrant Officer/Enlisted. Minimum rank requirement PFC, not to exceed rank of CW3. GENERAL EXPERIENCE: MUST possess the experience, education, and/or training that validates understanding of the basic principles and concepts of the occupational series and grade. SPECIALIZED EXPERIENCE: GS-09 Level - MUST possess the specialized experience, education, or training equivalent to at least the next lower grade level. Must have experience, education, or training of finance budget competencies that provided knowledge of financial principles and procedures. Candidate must have a good understanding of the basic principles and concepts of the National Guard financial budget business program requirements. A candidate must have experiences and training that demonstrate the abilities to follow directions, to read, retain, and understand a variety of instructions, regulations, policies, and procedures. In order to be considered qualified, you must have one year of specialized experience equivalent to the next lower grade level in Federal service. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. Education If you are using education to qualify for the GS-0560 dual status technician positions on the basis of completed undergraduate or graduate education, the college degree education must be in one of -or- be a combination of the following required disciplines: Accounting, business, finance, economics, industrial management, marketing, quantitative methods, or organizational management. Technician applicants, who completed the Army or the Air Force Financial Technical School course and were awarded the applicable and compatible military skills, are considered minimally qualified for the GS-09 entry-level position.
