Summary THIS IS A TITLE 32 DUAL STATUS POSITION DUTY LOCATION: 103d Comptroller Flight (CPTF), East Granby, CT AREA(S) OF CONSIDERATION: Area 1: All currently employed full-time permanent and indefinite personnel of the CTANG. Area 2: All currently employed full-time temporary technician personnel and all current traditional members of the CTANG. Area 3: Individuals eligible for membership in the CTANG. Membership must be satisfied within four (4) months of selection. Responsibilities JOB SUMMARY: he purpose of this position is to accomplish budget formulation, trend analyses, and execution evaluation of Federal funds provided by the Air National Guard and Department of Defense (DoD) components to the assigned wing/units. Incumbent is recognized as a technical authority on matters of fiscal and budgetary policy, law, and regulatory guidelines for the organization. The incumbent is responsible for budgetary functions including administration of the Resource Management System (RMS). Accomplishes budget functions in support of state and Federal Air National Guard operations, training, and readiness missions. NATIONAL GUARD MEMBERSHIP IS REQUIRED. This is an excepted position that requires membership in a compatible military assignment in the Connecticut Air National Guard. The major duties include, but are not limited to: Performs budget formulation work involving preparation of detailed analyses of annual and/or multi-year budget estimates for assigned organizations/programs into a consolidated budget request. Performs budget execution analysis of obligations incurred and actual expenditures of different sources and types of funding, such as one-year, multi-year, and no-year appropriations; reimbursement funds; and transfers of funds from other agencies. Provides financial advice, interpretation, and guidance on budget related matters such as types of funding available, effects of budgetary changes on related activities, status and use of funds to the financial manager, commanders, center managers, resource advisors, and other staff members. Administers the Resource Management System, a network of center managers, resource advisors, and cost center managers aligned to the organizational structure including unit commanders, middle managers, or supervisors. Uses automated financial management systems and computer-generated products to accomplish financial management objectives. Requirements Conditions of Employment Qualifications GENERAL EXPERIENCE: All series personnel must be certified at the next higher level before being eligible for that level and must have a minimum of one year on-the-job experience in the grade immediately below the next higher level. An applicant must have a validated understanding of the basic principles and concepts of the occupational series and grade. SPECIALIZED EXPERIENCE: Your resume and any other supporting documentation you wish to provide must clearly substantiate you currently possess 24 months of specialized experience in the following: Experience demonstrating finance budget competencies that provided knowledge of financial principles and procedures. of Experience demonstrating the basic principles and concepts of the National Guard financial budget business program requirements. Experience and training that demonstrates the ability to follow directions, to read, retain, and understand a variety of instructions, regulations, policies and procedures. KNOWLEDGE, SKILLS AND ABILITIES: Skill in collecting and analyzing data effectively, efficiently, and accurately. Ability to clearly enunciate English without impediment of speech that would interfere or prohibit effective communication. Ability to write English in reports and presentation formats. Ability to communicate clearly and effectively. Skill in presenting formal training presentations and briefings. Skill in applying procedures and directives by reading and interpreting program material. COMPATIBLE MILITARY ASSIGNMENT: All applications will be considered regardless of Branch/AOC/FA/AFSC. Incumbent will be required to be assigned to compatible military position within 1 year of selection. The selected individual may be required to attend formal technician school training. For positions requiring the operation of motor vehicles, candidates must have a valid state driver's license for the state in which they live or are principally employed. FINANCIAL MANAGEMENT CERTIFICATION: As a condition of continued employment in the GS-0503-08 position and dependent on the positions certification level and contingent on the employee's military rank, the employee must complete the higher financial management (FM Level II) certification within 24 months of appointment to the position. Education No substitution of education for specialized experience. Additional Information Primary Change of Station (PCS) relocation expenses will NOT be paid. For M-Day/Traditional personnel who are currently receiving incentives to include Bonuses and the Student Loan Repayment Program, the following termination rule applies: Incentive Termination without Recoupment: If you accept a Military Technician (Mil Tech) Permanent position where membership in the National Guard is a condition of employment, your bonus will be terminated with no recoupment as long as you have served at least 6 months of the bonus contract following receipt of the initial bonus payment.
