Budget and Finance Analyst

POSITION SUMMARY

The Budget & Finance Analyst works with the Invoice Cost Analyst, Finance, Contract & Procurement Analyst and Business Contracts Manager, to establish budget policy, review and finalize invoices and is responsible for Northern New Mexico Integrated Security (N2MIS) budget formulation, budget execution, financial analysis, invoice review and internal auditing.  The Budget & Finance Analyst performs financial and business planning exercises and fiscal administration in support of solving budget and invoicing issues.  The Analyst evaluates the potential impact and the fiscal status of Department of Energy (DOE) and Los Alamos National Laboratory (LANL) directives that could affect budgeting practices. The Analyst will prepare, review, and distribute monthly financial reports, track and audit expenses and revenues against budget, reforecast and analyze fluctuations, and develop, maintain, and distribute ad-hoc reports and financial models as needed.  The Analyst ensures work is executed in accordance with Integrated Safety Management (ISM) and Integrated Safeguards & Security Management (ISSM) principles.

 

RESPONSIBILITIES

 

Analyze financial expenses to budget and spend plan. Perform internal audits and provide process improvements, cost saving initiatives, internal controls and fiscal efficiencies to management. Review and approve purchase requisitions to ensure the accuracy of General Ledger accounts and project codes are in alignment with budget and spend plan. Ensure long term labor is correct and execute the long-term invoicing process with the assistance of Invoice Cost analyst. Review ME&S invoice to ensure all costs are reconciled, justified and complete. Maintain and develop short term, long term & ME&S invoice procedures.

 

QUALIFICATIONS

 

Required Education and Experience:

Work is performed onsite. Position is not remote. Bachelor’s degree in Accounting and/or five (5) years of direct Accounting experience. Minimum of two (2) years of demonstrated experience in budget formulation, budget execution, financial analysis, funding practices, problem solving and fiscal administration for complex budgets through the application of accepted financial and accounting techniques and principles. Currently have, or have the ability to obtain and maintain, a Department of Energy Q level security clearance. Obtaining this clearance requires US citizenship except in extremely rare circumstances. Ability to work independently and manage multiple tasks while maintaining strict attention to detail and accuracy. Above average ability to use Microsoft Office products, including Word, Excel and Outlook proficiently Ability to accurately interpret and follow policies, guidelines and requirements. Must demonstrate good verbal and written communication skills and the ability to function as an effective team member while interfacing with company employees, management, and Los Alamos National Laboratory (LANL) oversight.

 

Desired Education and Experience (Considered a Plus):

Master’s degree in Business Administration or Accounting or current CPA.

PHYSICAL REQUIREMENTS

Sedentary work involving extended periods of sitting while engaged with a computer terminal or phone.  Requires intermittent standing, walking, sitting, squatting, stretching and bending throughout the workday.  Must have the ability to perform computer activities such as preparing and analyzing data and figures, transcribing; viewing a computer terminal; determining the accuracy, neatness and thoroughness of work.  Light to moderate lifting up to twenty pounds may be required.   Regular work hours are required with evening and weekend work occasionally.
