A successful candidate in this position will be able to: Understand and adhere to established budgets by collaborating with leadership and applying budgetary guidelines. Monitor agency spending and projections and recommend and implement solutions for division budget spending. Support effective financial management by analyzing and interpreting complex financial reports and providing clear explanations for multiple divisions. Provide budgeting support and consultation as the fiscal liaison between the divisions and the Financial Management Division. Provide technical and financial expertise and consultation by facilitating open and respectful communication regarding financial management needs. Review and be knowledgeable of policies and procedures prepared by MMB for preparation of the biennial budget. Provide financial reporting necessary for the proper stewardship of state appropriations. Consistently apply critical thinking to analyze situations, solve problems, and make informed decisions. This position is eligible for telework to applicants who reside in Minnesota, Wisconsin, Iowa, North Dakota, or South Dakota. Telework eligibility is based on the business needs of the unit and is at supervisory discretion. Commuting to the St. Paul office location for occasional in-person meetings is expected. **Minimum Qualifications** Three (3)* years or more years of related financial/accounting work experience. *An associate's degree may substitute for 6 months of experience. Bachelor's degree may substitute one (1) year of experience; master's degree substitutes for eighteen (18) months of experience; PhD substitutes for twenty-four (24) months of experience. Applicants who meet the above experience requirements will be further evaluated based on the following during the interview process: + Demonstrated knowledge of generally accepted accounting principles. + Experience preparing and reviewing budgets and/or fiscal reports sufficient to identify problems quickly, research and evaluate relevant issues and formulate solutions. + Experience creating and using complex spreadsheets and specialized technical skills. + Ability to comprehend complex budgeting and accounting problems and recommend specific actions. + Ability to convey complex ideas in understandable terms to all levels of agency staff. + Analytical skills sufficient to evaluate potential impacts on budgets, problem identification, and resolution. + Detail oriented with proven capability to manage multiple tasks, projects, and meet tight deadlines. + Exceptional interpersonal skills, sufficient to interact and build working relationships with others and the ability to convey complex ideas in understandable terms to all levels of agency staff. **Preferred Qualifications** + Associate or Bachelors degree in Finance, Accounting, Business Administration. + Experience with state and budgetary processes, relevant state laws, statutes, rules, regulations, and policies governing the use of state funds. + Experience with the statewide accounting system (SWIFT) including Appropriation Maintenance Application (AMA), Budget & Analysis system (BPAS). + Experience with Power BI. + Experience with SharePoint and using advanced excel knowledge and application to create and maintain complex workbooks. + Knowledge of statewide accounting practices and procedures. **Physical Requirements** Requires occasional moving of articles such as boxes, accounting records, laptop computer, and portable printer. **Additional Requirements** Prior to an offer employment, a background check will be conducted.
