This position serves as the Pesticide and Fertilizer Management Division (PFMD) business analyst for budgets and will direct financial planning; internal accounting; procurement oversight, expenditure evaluations and corrections for the PFMD division. This position will work with division management in developing biennial budgets, budget narratives, budget rosters and fiscal notes. This position will provide work direction to the procurement functions of the division. This position will make certain that the federal and state laws, regulations, policies, and procedures are followed. **Minimum Qualifications** _To facilitate proper years of service crediting, please ensure that your resume clearly describes your experience in the areas listed and indicates the beginning and ending month and year for each job held._ Three (3) years of experience in budgeting or accounting. NOTE: A Bachelor's degree in Accounting, Finance, Economics, Business Administration, Business Management or Marketing may substitute one (1) year of work experience. Demonstrated working experience with of Generally Accepted Accounting Principles and Practices (GAAP), budgeting policies, principles, and practices sufficient to assist in the accounting and budgetary processes. Demonstrated working knowledge of Microsoft Excel and generating financial reports. Written skills sufficient to draft and edit written procedures, work instructions, and correspondence. Must currently possess and maintain Authorized for Local Purchasing (ALP) certification at the $25,000 level or attend training and obtain ALP certification within six (6) months of appointment to position. The ability to celebrate diversity and a strong commitment to a respectful and inclusive work. **Preferred Qualifications** Bachelor's Degree in Accounting, Finance, Grants Administration, Business Administration, Public Policy/ Administration, or related degree. Experience with the statewide accounting system (SWIFT) and Oracle Business Intelligent Enterprise Edition (OBIEE). Demonstrated working knowledge of budget policies, procedures, and regulations to manage and administer budgets, analyze data, and implement fiscal control procedures. Experience with state and federal budgetary processes, relevant state laws, statutes, rules, regulations, and policies governing the use of state and federal funds. Demonstrated work experience forecasting budgets, problem identification, and resolution. Advanced Microsoft Excel skills in generating financial reports. **Physical Requirements** This position requires the physical dexterity that permits standing, kneeling, bending, and stretching, and climbing up and down steps, lifting objects and traversing slippery/uneven surfaces. This position must perform routine office tasks such as sitting, reading, examining documents, and viewing a computer for long periods of time. **Additional Requirements** A job offer will be contingent upon successfully passing a background check.
