Budget Director

The Executive Office of Elder Affairs (EOEA) is seeking a passionate experienced Budget Director to join our team. The EOEA Budget Director is responsible for directing the development, preparation, and implementation of the agency budget. The Budget Director also manages and reports on the budget revenues and expenditures. The Director is responsible for updating processes to take advantage of the newest technologies and fiscal management best practices. The Budget Director ensures expenditures comply with the relevant requirements and guidelines of the Office of the State Comptroller, Administration and Finance, House and Senate Ways and Means committees, federal awards, and other regulations and laws that apply. This role may require occasional work on nights and weekends with prior notice.

Duties and Responsibilities (these duties are a general summary and not all inclusive):

Oversee payroll and financial components of the hiring process. Ensure hiring requests adhere to spending plan.Advise the Chief Financial Officer (CFO) and Secretary on issues related to budget development, spending, and revenue. Make recommendations to the CFO regarding potential savings areas, by integrating the agency’s policy objectives with its resource constraints.Manage all state and federal appropriations, grants, and other revenue sources. This includes developing detailed budgets and tracking expenditures and revenues. Assist with ensuring that expenditures comply with regulatory, fiscal, and programmatic requirements.Support budget process through all phases of development.Prepare the annual Spending Plan and House and Senate reports.Oversee the timely and consistent production of required reports and data analytics tools.Prepare regular reports for senior leadership; manage and implement special projects and key initiatives.The candidate must have personal and professional integrity, strong communication skills, and strong analytical and decision-making skills. The individual must have a track record of strong leadership and managerial skills, be proficient at working in a team environment, and have the interpersonal skills to develop strong relationships inside the agency and out. High energy level and a positive outlook needed. The candidate should have the ability to exercise sound judgment and exercise discretion in handling confidential information as well as excellent communication and relationship-building skills, with an ability to prioritize tasks.

Preferred Qualifications:

Familiarity with the principles and practices of financial management, including financial analysis budgeting, procurement, forecasting, and regulations as they relate to health and human service programs.Knowledge and understanding of accounting principles and practices applied to Generally Accepted Accounting Principles (GAAP), Generally Accepted Government Auditing Standards (GAGAS), Generally Accepted Auditing Standards (GAAS), and related accounting methods promulgated by the Government Accounting Standards Board (GASB) and the American Institute of Certified Public Accountants (AICPA).Strong competencies in modeling and forecasting, analytic review, and analysis as well as strategic and critical thinking.Demonstrated knowledge of accounting policy and regulations with skilled financial reporting, planning, and metrics.Solid written and oral communication skills and proficiency establishing and maintaining harmonious working relationships with a variety of staff, organizations, and stakeholders.Talent for managing and leading people, ability to connect on an individual level and to develop and empower staff.Capacity to apply and explain pertinent laws, rules, regulations, policies, and programs.Proficient usage of Microsoft Office products including Word, Excel and Outlook.Knowledge and experience using MMARS (Massachusetts Management Accounting and Reporting System) a plus.

The Executive Office of Elder Affairs (EOEA) is responsible for the administration and oversight of programs and services on behalf of over one million elders in the Commonwealth. EOEA strives to empower individuals to make their own choices based upon their preferences and desires and to encourage individuals to plan for achieving and sustaining quality of life goals, including aging in place with dignity, financial well-being, and healthy aging.

Many of the consumers served through EOEA programs are frail, would otherwise be in nursing facilities or other institutional settings, and are eligible for MassHealth. EOEA is responsible for ensuring that the services provided are of the highest quality, are consumer focused, and are delivered in a cost-effective manner. Through a statewide network, EOEA provides services locally via Area Agencies on Aging (AAAs), 26 Aging Services Access Points (ASAPs), 20 Protective Service Agencies, 11 Aging and Disability Resource Consortia (ADRC), Councils on Aging (COAs), and senior centers in communities across the Commonwealth. In addition, EOEA is responsible for numerous other state and federal programs including LTC Ombudsman, Certification of Assisted Living Residences, Prescription Advantage, Elder Nutrition and Meal services, SHINE (program to counsel elders on health insurance options), congregate and supportive housing, and CSEP (a program for older workers). Also housed in EOEA, (but funded through MassHealth) is the Office for Long Term Services and Supports, which manages a portfolio of MassHealth funded community and institutional services, including Nursing Facilities, Chronic Disease and Rehabilitation Hospitals, Home Health, PCA, day and residential programs, medical equipment, as well as other services and supports critical for elderly and disables consumers to live in the community. PACE and SCO, two highly successful integrated care programs serving over 40,000 elderly and disabled consumers are also included in this Office.
