Responsibilities: Provide technical information and assistance to property owners, contractors, engineers, architects, and other municipal staff regarding application-related matters. Discuss plans, proposed projects, and issues of non-compliance with applicants and others when necessary. Clarify problem areas and help find solutions for areas that don’t meet compliance requirements. Interpret and explain Codes, bylaws, and regulations, and make recommendations for possible revisions. Assist in coordinating the processing of building permit applications through City departments and support Plan Reviewer 1 and 2 tasks. Exercise significant independent judgment in handling technical aspects of the work within your assigned responsibilities and in resolving day-to-day operational issues. Qualifications: Possess in-depth knowledge of relevant sections of the BC Building Code (BCBC), along with familiarity with applicable bylaws, acts, codes, standards, regulations, and departmental policies and procedures. Demonstrate a working understanding of the British Columbia Fire Code and Fire Services Act. Ability to interpret and apply the BCBC, bylaws, and regulations, effectively explaining them to various internal and external stakeholders. Have considerable knowledge of building construction methods, materials, and techniques. Proficient in reading plans and drawings, interpreting and applying the BCBC and City regulations and bylaws, and suggesting corrections and changes as needed. Capable of coordinating application processing through relevant City departments, ensuring timely completion, and facilitating communication with those departments. Effectively deal with owners, contractors, tradespeople, engineers, architects, and others, using sound judgment to impartially, tactfully, and firmly enforce bylaws, standards, and regulations. Liaise with City inspection staff and contractors during building construction, addressing Code interpretations, substitutability, and equivalency of building materials. Ability to process revisions to approved plans and assist inspection staff on project sites. Proficient in preparing reports, records, and correspondence related to the work following City record management protocol. Skilled in working with data management systems and related computer programs. Competent in performing work at a Plan Reviewer 1, 2, and 3 level. Licenses and Certifications: BOABC Level 3 Qualification Registration as a Building Official with the BOABC Valid BC Class 5 driver’s license including clean driver’s abstract
