ANNOUNCEMENT NUMBER: 25-04-N POSITION TITLE: Bureau Chief, IOEM AREA OF CONSIDERATION: Open to current employees of the Idaho Military Division PAY GRADE/RANGE: NGA-14 ($59.44 to $77.27 hourly / $123,638 to $160,715 annually) TYPE OF POSITION: Civilian non-classified SUMMARY: This position is assigned to the Idaho Office of Emergency Management (IOEM), functioning within the Idaho Military Division. The purpose of this position is to act at the direction and on behalf of the Adjutant General as the administrative official to coordinate the activities of the IOEM through management of subordinate managers and supervisors and in coordination with commanders of multiple military organizations; to direct the State of Idaho’s emergency readiness and preparedness planning in support of the U.S. Department of Homeland Security mission areas of Prevention, Protection, Response, and Recovery; to ensure the state has full disaster and emergency management operational capability; to ensure the state’s skill and integrity in administering related grant programs; to ensure IOEM’s capability to provide logistical support to state and local governments during time of emergency; to direct the state’s Interoperable Emergency Communications Program consisting of various state, local, federal government, and military components; and serves as the primary advisor to the Adjutant General providing information, analysis, and recommendations on all matters regarding interoperable emergency communications. MILITARY DIVISION MANDATORY QUESTIONS: (1) Except for minor traffic offenses, have you ever entered a plea of guilty, no contest, or had a withheld judgment to a felony offense? Area of Consideration Requirement: Must be a current permanent Idaho Military Division State employee, current permanent Idaho National Guard Federal Technician, or a current member of the Idaho National Guard. MANDATORY REQUIREMENTS: (1) Must have and maintain a valid and unrestricted state issued driver’s license (from any state).Provide your driver’s license number, issuing state, license expiration date, and the full name specified on the license.(Do not provide a copy of your driver’s license.) (2) Travel is required for training and job performance. Must be willing to travel by all modes of transportation and stay at destinations for moderate to extended periods. (3) Must have, or be eligible to obtain, and maintain a favorable NACI/T5 Federal Background Investigation. If a selected candidate does not have a current favorable NACI/T5, as a condition of employment he/she must submit to the investigation process immediately upon hire/appointment.(At a minimum, a favorable suitability determination by the State Security Manager or OPM is required prior to appointment into this position.) (4) Must agree to attend/accomplish required training and participate in training exercises as identified in federal grant guidance, by the IOEM Training and Exercise Program, and by the Adjutant General; must agree to successfully complete online courses as determined by the same. (5) Must have, or be eligible and willing to obtain, a U.S. Passport for international travel to foreign destinations (i.e. Canada). KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Must have 36-months of specialized experience performing duties (1) Comprehensive knowledge of federal and state disaster response law, regulation, policy and procedure; and experience in the application of this knowledge in the management of disaster response, planning, preparation, and mitigation activities and associated personnel. (2) Comprehensive project management knowledge, to be applied in emergency response plan development which includes the ability to provide thorough review and recommendations for revision at all support levels of government (city, tribal, county, region, state). Knowledge should include a thorough understanding of the various state agencies involved in emergency management and disaster recovery, the level of support and involvement of those agencies in mitigation and response, the authorities relevant to those agencies and their jurisdiction. (3) Knowledge of fiscal law; knowledge of statutes and legislation governing the application, award, and execution of federal funds; knowledge of the methods used in the application, receipt, execution, and reimbursement of federal funds (grants, agreements, contracts, etc); and the ability to apply the knowledge broadly to ensure organizational compliance with the same. (4) Comprehensive knowledge of operations management, training and exercise development, and significant experience directing the efforts of multiple organizations with a variety of functions to coordinate efforts and achieve desired results; experience or training within this requirement should pertain to aspects of incident response, to include the Incident Command System, emergency communications, current and emerging emergency management technologies, emergency response training exercise development and management, coordinating local, state, and federal response efforts. Must also have a working knowledge of federal/national response agencies, to include FEMA, DHS, DOD, NGB, and USSTRATCOM; and response agreements within the region and between states. (5) Knowledge of effective personal and mass communication and messaging strategies to communicate organizational goals, describe capabilities, share accomplishments, define requirements, obtain resources, garner support, or coordinate and focus efforts through written products, audio/visual presentations, and speaking engagements that are read, viewed, heard, or otherwise consumed by a variety of audiences that include local first responders, uniformed servicemembers, tribal leaders, citizens, and state and federal government officials in a variety of environments ranging from disaster response sites to legislative chambers.
